Senior BJP Leader and Punjab state chief of BJP Investor Cell, Sukhminderpal Singh Grewal, today termed the additional 3 per cent stamp duty imposed by the previous Congress government on 39 Class II, 31 Class III municipalities and 29 nagar panchayats of the state Punjab as unconstitutional.
