NEW DELHI, July 7: Prime Minister Atal Behari Vajpayee today attempted to put a lid on the Line of Actual Control (LoC) controversy by ruling out any negotiations to make it the international border between India and Pakistan.``All of Jammu and Kashmir is an integral part of India. Parliament has passed a resolution on this. And there is no question of using the LoC as the basis for talks'', the Prime Minister told the Lok Sabha.The Prime Minister also reiterated India's offer for a ``No first use'' agreement to Pakistan and said India wanted peace and better relations with its neighbour.With both India and Pakistan having come out in the open with their nuclear prowess, the Prime Minister said the issue of a foolproof ``command and control structure'' had become imperative and government was working on it.Referring to India's offer of a ``no first use'' agreement made after the nuclear tests at Pokhran, Vajpayee said there had been no response from Pakistan.While Pakistan Prime Minister NawazSharif had made a reference to a non-aggression pact in his U N General Assembly speech, there had been no proposal to this effect made to India. He said it was wrong to think that Pakistan harboured feelings of insecurity. ``Our experience of the last 50 years shows that Pakistan has attacked India four times. They occupy one-third of Jammu and Kashmir''.In this context he said Pakistan has to change its policy towards India and clarify its position on a no first use agreement.``If Pakistan agrees to a no first use, then this can be another Confidence Building Measure (CBM) between the two countries. We hope Pakistan will support us on this'', the Prime Minister said. Allaying members'concerns about India's relations with her neighbours and the scope of the talks with Sharif in Colombo later this month, Vajpayee said India would take up the issue of Pakistan-supported terrorism in Jammu and Kashmir. Referring to the nine-year old proxy war conducted by Pakistan, Vajpayee said ``Pakistan says Kashmirshould be a priority at the talks. We will bring up all aspects of the situation in Jammu and Kashmir and Ladakh where Pakistan has sent in large numbers of armed terrorists trained in PoK''.The Prime Minister's response to questions raised by Congress leader Madhav Rao Scindia appeared to have squashed for now the raging controversy over recognising the LOC as the international border.
