Chief Minister Babulal Marandi is all talk when it comes to solving Jharkhand’s problems. Sworn in as the first Chief Minister of the 28th state of the country, created on November 15, 2000, Marandi promised the people of the state the moon.
But his delivery graph speaks for itself. On November 16, 2000 he announced that within a month he and his Cabinet colleagues would declare their assets. Reality? None of them, including Marandi, have done any such thing till date.
Marandi also helped his friend Manju Rai, a divorcee, get her daughter admitted at a state-run medical college in Jamshedpur on government quota. Take it as a friendly gesture towards a friend and not to the people whom Marandi was accountable as Chief Minister.
In the last 20 months, Marandi has made umpteen announcements. Not one of them have been fulfilled. Here are some examples.
On April 5, 2001, Marandi announced that the state government would hold panchayat polls by June. Although, he’s reiterated it many times since then, there are no signs even of the panchayat polls being held.
Days later on July 9, Marandi went on record declaring that the state would adopt its own rules of executive business. Till date, the new state follows Bihar’s rules of executive business.
Come August 15, and Marandi vowed to construct a well-planned capital city for Jharkhand. Since then no land been identified for the ambitious project or a map approved by the government.
Exactly a month later, Marandi told the media that the state government would appoint a Lok Ayukta. Now the High Court has served a notice on why no Lok Ayukta has been appointed so far.
Subsequently, he announced his new industrial policy of 2001. It promised an ‘‘effective’’ single-window system of clearance at the district and state level. A year down the line, no such window has come up anywhere.
Then, on December 20 last year, his government accorded tourism the status of industry.
But the fact remains, that guest houses owned by the Tourism Department in places of tourism interest like Neterhat and Betla have virtually become ghost houses. Crime and corruption have kept tourists at bay.
Marandi launched the website of his government…www jharkhand govt.nic with much fanfare the same year. The site has since not been updated.
