Last week, Union Road and Transport Minister T R Baalu stepped into full gear and promised to throw open the Delhi-Gurgaon expressway this week. But in the media handout detailing the milestones, the ministry proudly says that the inauguration was delayed by some small issues when the 8220;major works of the facility were completed on 31st December, 20088221;. December 2008? Quite a possibility given the fact that dates and deadlines seem to have no meaning in road projects.
