Twenty-four hours after Tamil Nadu Chief Minister J. Jayalalithaa asked M.K. Stalin to make up his mind on whether to continue on his Mayor’s post or remain as an MLA, the state government today introduced a Bill clearly taking away his administrative and financial powers.
The Bill also seeks to regulate the powers of Mayors of Madurai and Coimbatore Municipal corporations. While Madurai corporation is headed by a DMK representative, the Coimbatore corporation is headed by an AIADMK functionary.
According to the Statement of Objects and Reasons appended to the Bill to amend the Acts of the Municipal Corporations, the Mayor is not a Municipal authority.
The Bill stated that during 1997 (DMK regime), the government had made some amendments in the relevant Acts empowering the government to entrust additional functions to the Mayors and to fix monetary limits for the authorities of the corporations. The government has now reviewed the amendment and decided to restore the old provisions.

DMK president M. Karunanidhi has said it was not necessary for his son M.K. Stalin to serve the people only as Chennai Mayor or an MLA. He and other functionaries of the party could work for the people as party workers. The Bill, to amend the Madras City Municipal Corporation Act, 1919, prevents the Mayor from intervening in any official correspondence between the corporation and the state government or vice-versa.
