Officers of the Indian Police Service on Friday met UPA chairperson Sonia Gandhi and sought her intervention to remove “anomalies” in the recommendations of the Sixth Central Pay Commission.

The members of the IPS Central Association also met Union Home Minister Shivraj Patil and, in a detailed presentation, pointed out what they claimed were discriminatory proposals in the report. The presentation included several key issues like the status of the Director General of Police in a state. The association has sought parity with DGs of the central police organisations who have been placed in a higher grade. DGs of Border Security Force, Central Reserve Police Force, Central Industrial Security Force, Indo-Tibetan Border Police and Sashastra Seema Bal are in the higher pay band of Rs 80,000.

The officers have also reiterated their stand on the post of Deputy Inspector General of Police. If the post cannot be abolished, it should at least be put in a higher pay scale, the association has pointed out. The latest report has actually proposed a lower pay scale for the DIGs. Another sore point for the association is the proposal that IPS officers should not be considered for deputation to central police organisations till the level of DIG.

The association has also sought a special risk allowance as many police officers function round-the-clock in difficult circumstances during internal security duties. Another concern expressed during the meeting was of grade pay for field postings at the district level. The association has sought a higher grade pay for IPS officers in the districts so that they are not at a disadvantage vis-à-vis IAS officers like the District Magistrate or the Additional District Magistrate who have been put in a higher grade by the Pay Commission.

Top IPS officers have been arguing their position in a presentation that has been taken up at the highest levels of the Government.
