JAMMU, MAY 23: In what can be described as a major shift in its policy on Jammu and Kashmir, the Rashtriya Swayamsevak Sangh (RSS), once strictly opposed to the idea of division of the state, is now supporting the demand for its trifurcation. This envisages statehood for Jammu and Union Territory status for Ladakh.

However, in a major departure from an almost similar demand for a four-way partition of the state by People’s Initiative for Peace and Unity (PIPU) — a conglomerate of Panun Kashmir, Ladakh Buddhist Association and Jammu Joint Students Federation — the RSS has suggested either creation of a security zone for the minorities in the rest of the state or settling of a large number of nationalists there to avert the threat from anti-national forces to the national interest in Kashmir.

Behind this demand is the RSS’s argument that only through trifurcation can Jammu and Ladakh be saved from Pak-sponsored terrorism and the strengthening grip of Islamic fundamentalists. If there was a trifurcation, the security problem and threat from internal sabotage would remain confined to the Valley which can be tackled separately, feels the Sangh.

The RSS has been nurturing this idea for quite some time but came on record only recently. During a discussion with reporters, Indresh Kumar, Hi> (Pracharak for J&K and Himachal Pradesh), said: “The RSS has an open mind on this demand. It needs serious consideration and should be given a trial after evolving a consensus on the matter.”

According to him, trifurcation is the only solution to the impasse and feeling of discrimination among the people in the Jammu and Ladakh regions.

Well-placed sources said the RSS has also openly come forward to support the Jammu Mukti Morcha, which had over a decade ago raised the demand. It’s reliably learnt that some leaders of the recently-floated Sangh’s regional outfit, J&K Nationalist Forum, held a meeting with Morcha chief Virender Gupta to express their willingness to support him.

The RSS was previously strictly opposed to this demand and advocated continuation of status quo. What is the reason for the Sangh’s sudden change of stand? Political observers feel the RSS has been provoked by the ruling National Conference’s demand for autonomy and the Regional Autonomy Committee report, which suggests dividing the state into eight regions.

However, the demand of separate statehood for Jammu and creation of UTs in Ladakh and Kashmir has also gained momentum from other quarters. At a recently held Press conference in Bangalore, the PIPU demanded a four-way partition of the state. The demand envisages “creation of a Union Territory for the Ladakh region, separate and complete statehood for Jammu, creation of Union Territory of Panun Kashmir, (and keeping) north and east of Jhelum river (Vitasta) in Kashmir Valley for the rehabilitation of displaced Pandits as well as those Kashmiris who seek total integration with India.”
