In a replay of his recent talks with secretaries at the Centre, Prime Minister Manmohan Singh today asked the state chief secretaries to improve the quality of governance for citizens’ satisfaction.

In return, the Government would be committed to evolving a model code of governance, protecting the civil servants for their bona fide decisions.

Last month, Singh had assured the seniormost bureaucrats that he was committed to strengthening the civil services that had been nurtured by Nehru and Patel. But he asked them to improve the quality of service by fixing objectives and time-bound targets.

The first conference of state chief secretaries discussed the effective performance of management and appraisal, and improving service delivery for greater citizen satisfaction. Minister of State for Personnel Suresh Pachauri said the UPA Government was committed to making the Right to Information Act ‘‘more progressive, participatory and meaningful’’, and wanted to see the Lokpal Bill become a law.

‘‘The Government has a sincere concern for ensuring responsive, accountable, transparent, decentralised, corruption-free and citizen-friendly administration at all levels,’’ a spokesperson said while outlining the thrust areas .
