A new Bill proposed by Senator Hillary Clinton would require countries, who do outsourcing work in personal identification sectors, to have tough privacy laws in place to get contracts from the US.

A copy of the draft — known as the SAFE-ID Act — was obtained by The Indian Express, and a spokesperson from Clinton’s office said the Bill was proposed in April, read twice, and presently was referred to the Committee on Commerce, Science, and Transportation, for finetuning before being introduced in the Senate. Joe Householder, Communications Director in Clinton’s office, said the Bill seeks to ensure that the privacy of Americans is safeguarded when work is outsourced.

‘‘It would be up to the Federal Trade Commission (FTC) to decide which countries have adequate privacy laws,’’ said Householder. The Bill says that ‘‘a country that has comprehensive privacy laws that meet the requirements of the European Union Data Protection Directive shall be certified — unless FTC determines that such laws are not commonly enforced within such country’’.

The Bill would cover any outsourcing work that has any kind of personal information like name, postal address, date of birth etc., attached to it.
