Haryana Speaker quits before session

While during the last session of the Vidhan Sabha, Bansi Lal had tendered his resignation a few minutes before the House was to meet, Chauhan tendered his resignation 90 minutes before the commencement of the session. The resignation of Bansi Lal was announced by Chauhan during the last session, while Chauhan’s resignation was announced by deputy Speaker Faqir Chand.Faqir Chand later chaired the meeting of the Business Advisory Committee of the house.

While the Deputy Speaker chaired the assembly session was some time, leading HVP (democratic) leader and former minister in Bansi Lal cabinet, Karan Singh Dalal took the Speaker’s seat. Chauhan was repeatedly asked by the Speaker to sit down and was even warned much to the amusement of Treasury benches. Chauhan and the Speaker had repeated exchanges during which Chauhan asking him to conclude his speech quickly, and was eve asked to comment as to whether parliamentary democracy had been restored. The Speaker stated that people will not be named unnecessarily. Other legislators of HVP also rubbed Chauhan repeatedly.

Chauhan, who belongs to the Haryana Vikas Party, was elected Speaker in May 1996 after the Bansi Lal government assumed power. The Indian National Lok Dal of Om Parkash Chautala has been very critical of Chauhan and Chautala and Chauhan have had angry exchanges during the past.
