Government has decided to implement three schemes to improve housing and urban infrastructure by the next fiscal.

Stating that the three schemes have been conceived as part of incentive-based funding to States, Ministry of Urban Development secretary N.N. Khanna said: ‘‘The framework of these schemes is almost complete and it will be operationalised soon.’’

The incentive-based funding will make municipal bodies more proactive as there has been rapid urbanisation across the country which has resulted in serious infrastructure constraints. Advocating the concept of ‘three Ps’ (private, public partnership), he emphasised the need for private sector participation in improving municipal services.

‘‘The two basic services, water and sanitation can be privatised at a cost which is suitable to both the local urban body and the private enterpreneur,’’ he said.
