Vishwas Satarkar, Speaker of the Goa Assembly, has allegedly refused to recognise Chief Minister Pratapsingh Rane’s government in the state.

Rane, who took over last week after Governor S.C. Jamir sacked the BJP government headed by Manohar Parrikar, is currently operating from the cabin of the Leader of the Opposition. He told mediapersons today that the security staff had been asked by the Speaker not to let in the new members of his Cabinet. The new ministers, who went to the secretariat, were allegedly turned away by the securitymen posted outside.

‘‘Lack of knowledge perhaps makes the Speaker believe that he has some authority to recognise or derecognise the executive when they have actually been sworn in by a higher constitutional authority,’’ said Congress spokesman Jitendra Deshprabhu.

The Congress has announced it would screen CDs of last week’s Assembly proceedings when Satarkar ordered marshals to throw out Independent MLA Philipe Neri Rodrigues and declared Parrikar victorious in a confidence vote. State Congress chief Luizinho Faleiro said recordings of the Assembly proceedings would be shown across the state.
