Outgoing Finance Secretary S Narayan will be appointed as Secretary to the Prime Minister after he superannuates on June 30. Orders to this effect were issued by the Prime Minister’s Office (PMO) today, a day after the PM’s approval.
Narayan has been handpicked by Principal Secretary to the PM Brajesh Mishra. Senior PMO officials were reportedly in favour of Prodipto Ghosh who is currently Additional Secretary in the PMO but has been empanelled for the Secretary rank.
Even the Cabinet Secretariat was against Narayan’s re-appointment as Secretary, a post normally reserved for IAS officers. His predecessor N K Singh was appointed as Officer on Special Duty after he retired from the PMO as Secretary (Economic Affairs) in January 2001.
Narayan, an IAS officer of 1965 batch from Tamil Nadu cadre, is an economist with an M Phil from Cambridge. Narayan had been shortlisted for appointment as India’s ambassador to the European Union after retirement. But the proposal was shot down by his former boss and now External Affairs Minister Yashwant Sinha.
