British police said on Friday that the best security measures can8217;t prevent hooliganism at next week8217;s World Cup match pitting England against Romania if trouble-makers are numerous and determined.

Hollis, a top British police officer, said that 200 hooligans who rampaged in Marseille ahead of and during England8217;s match against Tunisia have been identified and British quot;spotterquot; police would be on the lookout for them in Toulouse.

Authorities in the southern city of Montpellier on Thursday arrested an English fan linked to the three days of clashes in Marseille in which 50 people were injured, 80 detained and the old port section of the city torn up. The suspect was identified.

Officials in this southwest French town have set up a battery of bans to help head off any new trouble.

Till Monday, cafes and bars are forced to close at 11 pm, instead of 2 am. The nationwide music festival has been postponed in Toulouse until July 11.

Police strength is being increased, with the 1,300 police to be backed by two or three 80-member units of riot police or motorised gendarmes, police officials said.
