An upset Centre has asked the Uttar Pradesh government to act against its controversial IGP Devendra Kishore Panda for conduct ‘unbecoming of a civil servant’.

On Tuesday, Cabinet Secretary B K Chaturvedi called up UP Chief Secretary R Ramani and conveyed his unhappiness at the state of affairs.

The IGP (Rules and Manuals) Panda, the self-styled Doosri Radha, Chaturvedi felt, has brought disrepute to the civil services by showing ‘deviant’ behaviour.

Official sources said Ramani assured the Cabinet Secretary, who is head of the Civil Services, that groundwork has been initiated to suspend Panda for violation of Civil Services Rules.

While the civil services is up in arms over UP government delaying action, the Centre’s hands are tied as law and order is a state subject.

So far, the state government has not shown him the door, claiming that the Civil Services Manual does not cover the deviant behaviour of Doosri Radha.

Panda, a 1971 batch UP cadre officer, has been superceded. He started wearing a nosepin in 1992 and followed it with lipstick, nailpaint and women’s clothes. He has now applied for VRS and the file is lying with Chief Minister Mulayam Singh Yadav.
