GUWAHATI, March 27: The Central Bureau of Investigations (CBI) has initiated moves to arrest senior Congress leader and former Union Minister Santosh Mohan Dev under the IPC and the Prevention of Corruption Act for his alleged involvement in a multi-crore scandal in Mizoram, a local newspaper said here today.

The newspaper, The Northeast Daily, in a front-page story datelined New Delhi said that the CBI had already put up two separate notes before the Union Commerce and Home Ministries, suggesting registration of a regular case against Dev for offences of alleged bribery and criminal conspiracy.

The newspaper claimed to have in its possession copies of those notes of the CBI, and said that the investigation wing of the Income Tax Department had laid hands on several sensitive documents mentioning names of Dev and Mizoram Chief Minister Lalthanhawla while conducting it raids in some business houses in 1995. Certain documents seized during the raids also indicated violation of the (FERA, thenewspaper said.

The CBI has apparently also requested the Home Ministry as well as the Commerce Ministry to permit it to proceed against some officials of the Income Tax department, who had allegedly helped and saved the defaulters from prosecution in violation of Section 138 of the IT Act. The CBI, according to the note quoted by the newspaper, has asked for direction to register a separate case against Santosh Mohan Dev and the business groups regarding bribes alleged paid and accepted, as he (Dev) was at that time a public servant.
