CHANDIGARH, Dec 2: The Central Administrative Tribunal's order declining Haryana Civil Services Officer Chaman Lal Lakhanpal's prayer for promotion to IAS, has been set aside by a division bench of the Punjab and Haryana High Court here.Pronouncing the orders, Justice Jawahar Lal Gupta and Justice Iqbal Singh of the High Court observed: "The petitioner's claim shall be considered with effect from the due date for each of the years. The right shall be considered in respect of the vacancies which have occurred year-wise viz. 1994-95, 1995-96 and so on. The needful shall be done within three months from the date of the receipt of a copy of this order. The petitioner is also entitled to his costs which are assessed at Rs 5,000".Aggrieved by CAT order, the petitioner had earlier sought directions to the committee for promotions "to consider his claim for appointment by promotion to the IAS with effect from 1994-95".Recruited to the HCS in 1975, Lakhanpal was confirmed in 1975. In his petition before the court, he had claimed that he became eligible to be considered for promotion to the Indian Administrative Services in 1987. He also alleged that claims of officers senior to him were considered prior to 1992. The committee did not meet in 1992 and from 1994-95 onwards, he had added.
