Punjab Chief Minister Amarinder Singh is likely to submit a list of probable Cabinet members to party president Sonia Gandhi on July 2. He has a difficult choice ahead, as he has to drop eight of his 25 Cabinet ministers.

The prime criteria for selection of Cabinet members in Congress-ruled states will be a ‘‘good image’’, said Congress spokesperson Anand Sharma. ‘‘We shall be looking at the image and the capabilities of the ministers while retaining them after the downsizing.’’

Meanwhile, Singh and his deputy Rajinder Kaur Bhattal were busy lobbying with senior Congress leaders today. Over the next few days, Singh will meet senior Congress leaders Ambika Soni, Ahmed Patel and Mohsina Kidwai to discuss the downsizing of his Cabinet.

Bhattal and Kidwai reportedly discussed the reshuffle during a half-hour meeting. ‘‘I am sure downsizing and reshuffle will not be used for political vendetta,’’ said Bhattal, after the meeting. ‘‘It is not for the CM alone to decide. Everything has been left to the party president, who will have the last word on it,’’ she said.

‘‘For the high command, everyone is equal and no one would be discriminated against,’’ she added.

‘‘Punjab has three by-elections this year and the reshuffle will be done keeping in mind the interests of the party and how to make it strong. The performance of the ministers and the whole government has to be reviewed, keeping in view the Lok Sabha poll debacle,’’ the Deputy Chief Minister said.

On the controversy regarding her resignation, Bhattal said she ‘‘respected the high command’s orders and had given the resignation a day after the others’’. She put in her papers later because she was unwell when the order was communicated, Bhattal added.
