CHENNAI, Aug. 17: A writ plea has been made in the Madras High Court to restrain the authorities concerned from permitting fish-carts to ply on city roads without insurance and driving licence. The petitioner has also requested authorities to enact fresh rules and regulations for punishing encroachers of road margins and banning use of public roads as drying yards for agricultural produces.
