The Comptroller and Auditor General of India has severely indicted the Bihar government for non-reconciliation of a whopping sum of Rs 8,091 crore during 2000-2001.The CAG, in its report on March 31, 2001 on appropriation audit and control over expenditure, said non-reconciliation of departmental figure had highlighted serious irregularities in reconciliation of expenditure under 2,465 units during the period.The state government incurred expenditure of Rs 19,253 crore during 2000-2001 against the total budget provision of Rs 24,201 crore, including supplementary.The overall savings of Rs 4,948 crore was the result of savings of Rs 5,660 crore in 47 cases of grants and 11 cases of appropriations, partly offset by excess expenditure of Rs 712 crore requiring regularisation under Article 205 of the Constitution.As of December 2001, excess expenditure of Rs 6,966.23 crore pertaining to the years 1977-78 to 2000-2001 had not been regularised. Of the total excess of Rs 6,966.23 crore since 1977-78, the excess of Rs 5,294 crore (77 per cent) occurred during the last 10 year (1991-1992 to 2000-2001).
