The Election Commission has written to President A.P.J. Abdul Kalam about an ‘‘inappropriate’’ phone call made by the RJD chief and Union Railway Minister Laloo Prasad Yadav to a BSF official on election duty at Raghopur in Bihar’s Vaishali district.RJD chief’s wife, Rabri Devi, is contesting from Raghopur.Taking serious note of a complaint made by the BSF DG to the EC about the call (the number has been traced back to Laloo), the EC sent a communication to President Kalam.Sources said the incident took place a few days before the second phase of polling in Bihar on October 26. The BSF commandant had apprehended Indradeb Rai against whom an arrest warrant was pending and handed him over to the local police.Right after the arrest, the BSF officer got a phone call from the RJD chief. The officer was allegedly directed to release Rai because ‘‘he was good man.’’ Laloo allegedly used ‘‘indecent language’’ against him.The BSF note to the EC states that when it was pointed out that Rai had already been handed over to the local police, the BSF official was threatened with transfer.While Laloo Prasad Yadav was not available for comment, his party’s new spokesperson Sanjay Paswan said even if the call had come from Laloo’s number, it was certainly not made by the Union Minister.
