The BJP today lent a new twist to the issue of foreign origin, saying Rajiv Gandhi’s ‘‘irresponsible governance’’ was warning enough to the nation ‘‘the magnitude of the threat that a constitutional functionary of foreign origin can result in’’. Law Minister Arun Jaitley was quoting from a book by former Cabinet secretary B.G. Deshmukh.

In A Cabinet Secretary Looks Back, Jaitley said Deshmukh, who was also principal secretary to Rajiv, cited one instance in which then Prime Minister’s special security was being asked to go to Italy for a special training. When the Prime Minister was confronted, he (Rajiv) said the ‘‘party would bear the expenses’’.

Deshmukh opposed the idea and suggested that money be made available from the government intelligence funds , but was asked to resolve it with Satish Sharma, who informed the RAW director to contact a certain Italian person, a relative of Rajiv’s through the family of his ‘‘in-laws’’. The RAW director was asked to carry money in Italian currency and deliver it to this person and the cabinet secretary asked to leave the matter alone. Subsequently, an Italian trainer was called to train the security personnel.

‘‘In 1986, the Prime Minister was not of a foreign origin but the obvious foreign connection was there. To require other private persons belonging to a coterie or foreign relatives to handle important security matters of the nation only illustrates the magnitude of the threat….’’
