CHENNAI, Mar. 7: A programme to promote air ballooning in the country did not make much headway here today after the ATC refused to clear it. The 8216;balloon safari8217; is approved by the Human Resources Development and Finance Ministries at the Centre and was attempted at the WUS centre ground in Chetpet.
