JAMMU, December 25: Senior Jammu and Kashmir Government officials not only helped Parvez Baba, deputy supreme commander of the Harkat-ul-Ansar (HUA), evade arrest at the hands of the state police in the Jammu region, but also provided him with opportunities to establish himself in the banned outfit.

This was disclosed in the written report prepared by official agencies on the basis of their interrogations of the top HUA leader.

Apparently, Baba’s association with the HUA was known to many of his senior officials, but they preferred to remain silent. They even gave him postings of his own choice and helped him draw his regular monthly salary despite his long absence from the office, the report added.

Baba was initially posted as junior engineer (electrical) at the Janipur Grid Station in Jammu city during 1988. Thereafter, he was posted at the Canal Power House from 1992-1994 until he was transferred to Poonch.

However, he did not take up his new posting and remained at the office of the chief engineer at Jammu, the report said, adding, Baba managed to get himself transferred to Batote for a period of six months. This, the report said, was done with the help of one Tariq Mir of Dayalgam, an administrative officer in the Power Development Department in the Civil Secretariat.

As the Harkat leader wanted to remain near Srinagar to run the organisation, he send Assistant Executive Engineer (AEE) Daler Singh of Qazigund to take his place at Banihal. This was done with the aid of executive engineer D R Kalotra.

The report said that the AEE knew about Baba’s involvement with Harkat but he and Kalotra never questioned his absence from Banihal. He also received his pay regularly from July 1995 despite the fact that the administration knew of his closeness to HUA. Besides, an arrested militant, Jehangir, had disclosed that Baba was a member of the HUA.

By then, the police was in hot pursuit of Baba in connection with the bomb blast at Purani Mandi in Jammu. Baba managed to get himself transferred to the Valley from Banihal through the Secretariat.

Pointing out that “the single transfer order (which is very unusual) was issued by Commissioner Verghese”, the report said that in this transfer, Baba was “again helped by Tariq Mir for obvious reasons. Tariq personally handed over the order to Baba at his Nai Basti residence”.

As Baba needed more time to run the Harkat, he wanted to be posted in a relatively quiet branch in Srinagar. This was managed again – through Tariq. The chief engineer, while bypassing the superintending engineer, executive engineer and other officers, posted him in Electric Division Ist in Srinagar, the report said. The AEE used to attest Baba’s attendance so that he (Baba) could draw the salary.

Referring to the help provided to Baba by his seniors, sources said that his pay dues were stopped after a Zilla Parishad Head Quarters report mentioned that his posting at Batote was not extended beyond six months. Even then, the Harkat leader managed to draw his arrears of Rs 75,000. This is “evident from his service book as his services were verified by the executive engineer, Batote, without verification (again an irregular procedure)”, the report said.

The report also mentioned the names of the subordinate employees who covered up Baba’s absence in the office. They were identified as Mohammad Latief, Ghulam Qadir, Mehraj-ud-Din and Farooq Ahmad Dar (all employees of Electric Division Ist, Srinagar).
