MUMBAI, May 28: A former president of the Kalyan Taluka Congress and ex-sarpanch of Jambhul Gram Panchayat, Subhash Pisal, has been sentenced to two years of rigorous imprisonment and a fine of Rs 800 by the Kalyan Criminal Court for molesting a housewife and later pressuring her to withdraw her complaint by organising an attack on her house.

Justice P R Bhavke announced two sentences, a one-year RI and a fine of Rs 500 for the first offence and a one-year RI and a fine of Rs 300 for the second. Both sentences will run concurrently.

On June 10, 1992, when Pisal was sarpanch of Jambhul, he had gone to a house at around 8:00 pm to enquire if the family was getting adequate water supply. Only two women were at home then. After making enquiries, Pisal moved on to other homes. But when he saw the elder woman step out to go to the grocers, he went back to the house and demanded water from the daughter-in-law, who was now alone. He then tried to rape her, but fled when she raised an alarm.Later, the woman, herhusband and mother-in-law approached the Mahatma Phule police station in Kalyan to lodge a complaint.

But they were directed to the Thane rural police station at Titwala. In Titwala too the Thane rural police refused to register a cognisable offence. It was only after the family approached MLA Sabir Sheikh, that police agreed to register the offence. Meanwhile, in 1994, after the Sena lost the gram panchayat polls, the complainant family’s house was attacked and ransacked.

Pisal’s advocate argued the genesis of the problem lay in the rivalry between the Congress and the Sena, but the judge wasn’t convinced.
