As tariff tensions between India and the US escalated further on Wednesday, with Washington imposing an additional 25 per cent penalty on New Delhi over its purchase of Russian oil, US Treasury Secretary Scott Bessent expressed confidence in bilateral ties between the two countries. In an interview with Fox Business, Bessent said: “I do think India’s the world’s largest democracy, the US is the world’s largest economy. I think at the end of the day we will come together.”President Donald Trump-led administration has termed India’s continued purchase of Russian oil a “national security concern” and Vice President JD Vance recently told NBC News that President Trump had applied “aggressive economic leverage”, including “secondary tariffs on India” to “make it harder for the Russians to get rich from their oil economy”.

With US slapping 50 per cent tariffs on India, exports of low-margin and labour-intensive goods ranging from apparel, textiles, gems and jewellery to shrimps, carpets and furniture, are set to become unviable in the American market, jeopardising low-skilled jobs in India. Congress on US tariffs: Taking a swipe at the government after Trump’s 50 per cent tariffs came into effect today (Wednesday), the Congress said that Prime Minister “Modi-made MEGA has now become a MAHA headache for India.” In a post on X, Congress general secretary in-charge communications, Jairam Ramesh said, “The Trump double tariff has come into effect. This will undoubtedly hit our labour-intensive exports to the US – especially textiles, gems & jewellery, leather, marine products, and engineering as well.”

Bessent added that President Donald Trump and Prime Minister Narendra Modi enjoy a “very good rapport at the top level,” but warned India about its trade surplus and “very high tariffs”.

The steep US tariff will hit India’s agriculture, textile and pharmaceutical sectors, economist Utsa Patnaik warned, calling it a “desperate attempt” by Washington to escape its own crisis.

The Commerce Ministry will hold a series of meetings this week with exporters from various sectors, including chemicals, gems and jewellery, to discuss ways to boost exports to new markets to shield industries from the steep 50 per cent US tariffs on Indian goods, an official said on Wednesday.

The official also said work is progressing fast on the formulation of the Export Promotion Mission, announced in the Budget for 2025-26.

"In the next 2-3 days, the ministry will meet stakeholders on the diversification of exports," the official added.

The steep 50 per cent tariff on Indian goods entering the United States, which came into effect from August 27, would impact exports worth more than USD 48 billion.

The sectors which would bear the brunt of the high import duties imposed by the Trump administration include textiles/ clothing, gems and jewellery, shrimp, leather and footwear, animal products, chemicals, and electrical and mechanical machinery.

Sectors such as pharma, energy products and electronic goods are out of the ambit of these sweeping duties.

The US accounted for about 20 per cent of India's USD 437.42 billion worth of goods exports in 2024-25.

The US is the largest trading partner of India from 2021-22. In 2024-25, the bilateral trade in goods stood at USD 131.8 billion (USD 86.5 billion exports and USD 45.3 billion imports).

US tariffs kick in: Offer policy space to deleverage India’s overreliance on American market, explore multilateral trade deal option, push reforms

These tariffs have, however, triggered serious deliberations on three issues that have been looming on the horizon for years.

One, the heavy reliance of Indian exports on the US market is now a matter of serious debate, given that America has been India’s largest trading partner for the fourth consecutive year now. The nearly $45 billion trade surplus with the US in 2024-25 has largely counterbalanced the trade deficits with other countries, especially China.

Second, to de-risk from this overreliance on the US as a market, there might be a case to aggressively push ahead with not just bilateral deals, but also to be open to the possibility of joining a big multilateral deal in order to integrate into the global supply chains.

Third, while the US has repeatedly peddled its trade deficit with India, the fact is that America runs close to a $40 billion overall surplus in its trade with India, if revenues from digital services, financial activities, royalties, education and arms trade are taken into account.

    Against the backdrop of the US imposing 50 per cent tariff on Indian goods, Fijian Prime Minister Sitiveni Ligamamada Rabuka on Tuesday said he has conveyed to Prime Minister Narendra Modi that somebody is "not very happy with you".

    "But then you are big enough to weather those discomforts," Rabuka told PM Modi during their recent meeting.

    Apex exporters body FIEO on Tuesday expressed serious concerns over high US tariffs on Indian goods and said that textiles and apparel manufacturers in Tirupur, Noida, and Surat have halted production amid worsening cost competitiveness due to these steep duties.

    The US duties on Indian goods will increase to 50 per cent from August 27. The move will severely disrupt the flow of Indian goods to its largest export market, Federation of Indian Export Organisations (FIEO) President S C Ralhan said.

    He described the development as a setback and stated that it can severely impact India's exports to the US, with about 55 per cent of India's US-bound shipments (worth $47-48 billion) now exposed to pricing disadvantages of 30-35 per cent, rendering them uncompetitive in comparison to its competitors from China, Vietnam, Cambodia, Philippines and other Southeast and South Asian countries.

    "FIEO expresses grave concern over the US government's imposition of an additional 25 per cent tariff on Indian-origin goods - raising total duties on many export categories up to 50 per cent, effective from August 27, 2025," he said, adding that "textiles and apparel manufacturers in Tirupur, Noida, and Surat have halted production amid worsening cost competitiveness". This sector is losing ground to lower-cost rivals from Vietnam and Bangladesh, Ralhan said.

    The Commerce Ministry said about $48.2 billion worth of India’s merchandise exports to the US (based on 2024 trade data) will face additional tariffs.

    According to the US draft order, Indian goods already shipped and in transit before 12:01 am (EDT) on August 27, 2025 will be exempt from the new 50% tariff, provided they are cleared for entry or removed from a bonded warehouse for consumption before 12:01 am (EDT) on September 17, 2025.     With US tariffs on India set to double to 50 per cent starting Wednesday (August 27), the impact could extend much beyond just the direct loss of goods exports. Risk aversion has already been dampening private capital investment, and trade friction with the US – India’s largest export market – could drag momentum in the performance of capital-intensive Production Linked Incentive (PLI) schemes.

    Even before the US tariffs came into play, Indian industry had flagged the lack of domestic demand as one of the key concerns holding back capacity addition. This has resulted in weak PLI performance in a number of sectors. While schemes requiring lower capital investments have taken off faster, investors appear to be sitting on the fence when it comes to sectors that require higher investments – and a trade war could deepen the challenge.

    Data shared by the Commerce and Industry Ministry in a reply to a parliamentary question showed that PLI applications in sectors requiring large investments, such as Advanced Chemistry Cell (ACC) batteries and high-efficiency solar PV modules, saw the least number of clearances. Since the scheme came into effect, the government has cleared only four battery manufacturing applications and 14 applications in the solar module sector. Clearances in ‘drones and drone components’ also stood at 23, according to the data shared by the Ministry.

    In contrast, sectors requiring lower capital investment and lower risk appetite have been booming. As many as 182 applications in the food products category, 109 in the speciality steel sector, and 95 in the automobiles and auto components sector have been approved – indicating a sharp difference in private companies’ risk preferences.

    Share market in India dropped in early trades on Tuesday and erased their gains for August after a US Homeland Security notification confirmed Washington will impose an additional 25% tariff on all Indian-origin goods from Wednesday.

    The Nifty 50 and the BSE Sensex were down about 0.7% each at 24,787 and 81,028.63 points, respectively, as of 10:39 am IST.

    The benchmarks traded little changed for the month, on top of a nearly 3% drop in July. Fifteen of the 16 major sectors traded lower on the day. The broader mid-caps and small-caps declined about 1% each.

    The US Department of Homeland Security has issued a notice outlining plans to implement 50% tariff on products from India, signalling that the White House plans to go ahead with heightened levies after India continued its purchase of Russian oil.
