Parliament Speaker Election Highlights: Congress MP from Rae Bareli Rahul Gandhi has been appointed as the Leader of Opposition in the Lok Sabha. Issuing the ‘Jai Samvidhaan’ (Hail Constitution) call, Gandhi took oath as a member of the 18th Lok Sabha. Constitution in their hands, many Opposition MPs took oaths as members of the 18th Lok Sabha, in a statement of their electoral resurgence in Parliament with a march to Lok Sabha on Monday.

Meanwhile, as Congress’ K Suresh entered the Speaker poll fray against Om Birla, Rahul Gandhi reached out to Trinamool Congress’ Abhishek Banerjee, seeking support. Banerjee, however, told reporters that the TMC was not consulted for the decision to field Suresh. Sources told The Indian Express that the Congress is trying to keep INDIA bloc parties together in support of Suresh. The election for the post, the first necessitated since the 1975-76 Emergency, will be held tomorrow.

The oath-taking of newly elected members of the 18th Lok Sabha resumed on Tuesday, the second day of the first session of the Lower House of Parliament. Among the prominent members to be sworn in were former Union minister and BJP leader Narayan Rane, Supriya Sule of the NCP, Arvind Sawant of the Shiv Sena (UBT) and Shrikant Shinde of the Shiv Sena.

On the words used by AIMIM MP Asaduddin Owaisi while taking oath in Parliament, BJP MP Biplab Kumar Deb said, "Be it Palestine or any other country, all have good relations with India. The question is whether he (Owaisi) can say Palestine Zindabad while taking oath or not. Instead of saying Bharat Mata Zindabad, he is saying Zindabad of another country. The opposition was silent on this. When I said namaste before taking the oath, Owaisi started protesting that this was an anti-constitutional word." (ANI)

TDP issues whip to party's 16 Lok Sabha MPs to vote for Om Birla in Speaker election

The Telugu Desam Party issued a whip to its 16 Lok Sabha members to vote for NDA's Om Birla in Wednesday's Speaker election.

In a three-line whip, TDP's Amalapuram MP Harish Balayogi directed all the MPs to assemble at room number 111–B by 10.30 am on Wednesday. "Harish Balayogi, whip of the Telugu Desam Party has issued a three-line whip to all TDP Members of Parliament, mandating their presence and vote for the NDA candidate, Om Birla, in the upcoming Speaker election scheduled for June 26, 2024," said a TDP press note.

Radical preacher Amritpal Singh fails to take oath as MP

Radical preacher and Khadoor Sahib MP-elect Amritpal Singh could not take oath as a member of Parliament as he is in jail in Assam, detained under the National Security Act.

Similarly, Engineer Rashid, who was elected to the Lok Sabha from Baramulla and is lodged in Delhi's Tihar jail in a case registered under the Unlawful Activities (Prevention) Act (UAPA), could not take the oath on Monday.

Singh wrote to the Punjab government on June 11, seeking temporary release from detention to take oath as an MP, according to his counsel.

Voice of people stifled to save chair of few during Emergency: Scindia

Union minister Jyotiraditya Scindia targeted Congress over the imposition of Emergency 49 years ago and claimed the voice of 80 crore people was stifled to save the chair of select people.

"Today is remembered as the black day as those elements had throttled the voice of 80 crore people to save their chair," said Scindia, a career Congress politician who quit the party in March 2020 and joined BJP.

On the maiden visit to Guna after winning the recent Lok Sabha election on the BJP ticket, Scindia said the electoral outcome has further strengthened democracy and the Constitution is being protected. "The NDA (National Democratic Alliance) worships this 'granth" (Constitution)," he said.

Ending the day with the announcement that only the oaths and affirmations by the MPs have been kept on record, Pro-tem Speaker of Lok Sabha Bhartruhari Mahtab said that all other comments, protests and slogans have been expunged.

Appeal Congress not to force election for Lok Sabha Speaker post: Kiren Rijiju

Parliamentary Affairs Minister Kiren Rijiju urged the Congress not to force a contest for the post of Lok Sabha Speaker as the presiding officer does not belong to any party.

"I appeal again that they should think about keeping in mind the dignity of the post of Speaker. We have the numbers but still, we are requesting that there should be no election for the post of Speaker because this post does not belong to any party," the Parliamentary Affairs Minister said.

He said the government had contacted major opposition parties over the last two days for consensus on the post of the Speaker. "We want the Speaker to be elected unanimously and unopposed, so we contacted and appealed to them. Today, we had a meeting with Congress leaders. We appealed to them for support for the Speaker. They said that they will support but they want the post of Deputy Speaker," Rijiju said.

The minister said the NDA floor managers said the election to the post of Speaker and Deputy Speaker were separate processes and it would be improper to combine both. "The attitude of the Congress party was clear that if we did not agree to their conditions, they would not support (NDA candidate for) the post of Speaker," Rijiju said.

How do MPs take oath? What happens if an MP is in jail?

Winning the election and starting the term does not automatically allow an MP to participate in House proceedings. To debate and vote in Lok Sabha, an MP has to take her seat in the House by making and subscribing to an oath or affirmation prescribed in the Constitution (Article 99). The Constitution also specifies a financial penalty (the only one in the document) of Rs 500 if a person participates or votes in House proceedings without taking an oath (Article 104).

The Constitution specifies that if an MP does not attend Parliament for 60 days, their seat can be declared vacant. Courts have used this ground to allow MPs in jail to take an oath in Parliament.

Parliament to mosque and back: A ritual MP-imam Mohibbullah says will continue

At 1 pm Monday, just before the afternoon namaz at the Jama Masjid on Parliament Street, there was a curious discussion among worshippers: “Will the Imam find time to lead the prayer today?”

The curiosity ended minutes later as Mohibbullah, 48, arrived, walking nonchalantly, to lead around 30-odd worshippers in the prayer. The namaz began at 1.20 pm sharp and lasted around 10 minutes before Mohibbullah headed out again — across the road, to Parliament.

Mohibbullah was busy attending his first Parliament session after becoming MP from the Rampur constituency in UP. Fielded by the Samajwadi Party, despite opposition by party veteran Azam Khan, he won the seat by defeating BJP’s sitting MP Ghanshyam Lodhi by 87,000 votes.

After a decade, Opposition in Lok Sabha in numbers, and a voice

“The winner comes second.”

This was Lal Krishna Advani after the 1989 Lok Sabha elections when the BJP, under his watch, jumped from 2 to 85 seats in the House — the start of its rise to power.

And on Monday, the first day of the 18th Lok Sabha, Opposition MPs appeared to have borrowed Advani’s line to their advantage – jubilant and vibrant outside the House, more confident and emboldened inside. After a decade, from just two rows of seats, they were now occupying more than a third of the House benches.

After consensus fails on Lok Sabha Speaker, Congress reminds BJP of having Deputy Speaker role under UPA regime

After the efforts to reach a consensus between the government and the opposition for the Lok Sabha speaker’s post failed on Tuesday, Congress leader K C Venugopal said that during the UPA regime, they had given the Deputy Speaker position to the NDA for 10 years.

“When UPA was in power, we gave the Deputy Speaker to the NDA for 10 years. The convention is so in the Lok Sabha that the Deputy Speaker of the Lok Sabha is given to the Opposition. Rajnath Singh called Mallikarjun Kharge yesterday. Mallikarjun Kharge said we are happy to support your candidate but we want the post of Deputy Speaker to which Rajnath Singh told him that we will consult PM Modi and revert,” he said.

Venugopal earlier stated that the Opposition was prepared to endorse the Speaker proposed by the government, on the condition that they receive the Deputy Speaker position.

Speaker’s post set to see election as talks fail, govt says Oppn trying to ‘dictate’ terms

The government and Opposition are locked in a faceoff after the ruling NDA decided to renominate BJP MP Om Birla for the post of Lok Sabha Speaker while not deciding on the post of Deputy Speaker. The Opposition responded by fielding Congress MP from Kerala Kodikunnil Suresh for the post of Speaker, setting the stage for a rare contest for the high office.

Sources in the government said it will reach out to the Opposition on the issue of Deputy Speaker, while emphasising that the Congress cannot “dictate” terms by saying that it will support the NDA’s Speaker candidate only if the Deputy Speaker post is given to the Opposition. Setting such conditions, senior government ministers said, was unacceptable.

The Opposition has fielded Congress leader K Suresh for the post of Lok Sabha today. According to Congress leader K C Venugopal this development transpired after the ruling BJP gave no commitment on the Deputy Speaker’s post, which he said should go to the Opposition by convention. 

Speaking about the issue, K Suresh today said, "There is a convention in Lok Sabha... the Speaker will be of the ruling party and the Deputy Speaker will be of the opposition. They denied us in the last two terms of the Lok Sabha, saying that you are not the recognised opposition. Now, we are recognised opposition. Taking a jibe at PM Modi, Congress leader Jairam Ramesh today said that he had made “a contest for the post of Lok Sabha Speaker inevitable” barely 24 hours after his speech in the House about “consensus and cooperation”.

“Barely 24 hours after his hypocrisy-laden pravachan on consensus and cooperation the non-biological PM has made a contest for the post of Lok Sabha Speaker inevitable. Convention has been that the Speaker is elected unanimously and the Deputy Speaker's post goes to the Opposition,” he wrote in a post on social media.

“The non-biological PM has broken this tradition. It is actually no surprise. He has still not woken up to the reality of the 2024 poll verdict which was a PPM defeat for him--personal, political and moral,” wrote the Congress leader.

The name of the candidate has not been disclosed yet. Kharge will consult with other parties in the India Alliance once the candidate is revealed, with a strong likelihood of the Speaker being elected unopposed.

NDA leaders slam opposition MPs for 'save Constitution' march to Lok Sabha

The NDA leaders criticised the opposition MPs for taking out "save Constitution" march to Lok Sabha, saying they should now consider how to take the country on the path of progress ending political matters as the elections are over.

"It was not right to do such politics, make such comments and create such an atmosphere on a day when everyone (newly elected MPs) would like to take oath in a good atmosphere," TDP MP and Union minister Kinjarapu Ram Mohan Naidu told PTI when asked to comment.

BJP MP and former Karnataka chief minister Basavaraj Bommai hit out at the Congress over the INDIA bloc's "save Constitution" march and said it was the Congress government which had "murdered" the democracy and the Constitution by imposing Emergency on June 25, 1975.

Union minister and JD(U) MP Rajiv Ranjan Singh also hit out at the opposition parties for their "save Constitution" march, asking, "What is the threat to the Constitution?" "They believe that the government should interfere with the actions being taken by the constitutional authorities and if the government doesn't do so, then the Constitution comes under threat," Singh told PTI, when asked for a comment.

CPI(M) MP and farmer leader Amra Ram takes tractor to Parliament

Farmer leader and CPI(M) MP Amra Ram reached Parliament in a tractor on the first day of the 18th Lok Sabha's first session for members to take oath.

The Sikar MP was stopped close to the Parliament gate by police, who did not allow him to take the vehicle inside the complex. The MP then walked to the Parliament building. "They did not allow farmers to come to Delhi. For 13 months, farmers were sitting at Delhi's borders, their tractors were not allowed in the city," Amra Ram told PTI. "Today, a farmer and his tractor both reached Parliament," he said.

He was referring to the 2020-21 protest when farmers camped at Delhi's borders for over a year, protesting against the now-scrapped farm laws, after they were refused entry into the city.

Sanskrit, Hindi, Dogri, Odia: Linguistic diversity on display in Lok Sabha as new members take oath

The Lok Sabha witnessed a display of linguistic diversity, with the newly-elected MPs taking their oaths in English and Indian languages, including Sanskrit, Hindi, Dogri, Bengali, Assamese and Odia.

Prime Minister Narendra Modi took his oath in Hindi amid slogans of "Jai Shri Ram" from the treasury benches. Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Road Transport and Highways Minister Nitin Gadkari, Women and Child Development Minister Annapurna Devi, Telecom Minister Jyotiraditya Scindia and Urban Development Minister ML Khattar were among those who took oath in Hindi.

Education Minister Dharmendra Pradhan, the MP from Odisha's Sambalpur, took oath in Odia.

Suresh Gopi, the first BJP MP to be elected from Kerala, also took oath as a member of the 18th Lok Sabha. Before taking his oath in Malayalam, the actor-politician invoked the gods, saying "Krishna, Guruvayurappa".

Shripad Yesso Naik, the MoS for Power and Renewable Energy, took his oath in Sanskrit. Naik won a sixth term from the North Goa constituency.

MoS for Education and Development of North Eastern Region Sukanta Majumdar took his oath in Bengali, while Pune MP Muralidhar Mohol, the MoS for Aviation, took his oath in Marathi.

Union Minister Jitender Singh, the MP from Jammu and Kashmir's Udhampur, took his oath in Dogri. Union Minister of Port and Shipping Sarbananda Sonowal and Aviation Minister Rammohan Naidu took their oaths in Assamese and Telugu, respectively.

Steel and Heavy Industries Minister HD Kumaraswamy and Consumer Affairs Minister Pralhad Joshi took their oaths in Kannada while Coal and Mines Minister G Kishan Reddy took his oath in Telugu.

BJP chief and Union minister Nadda named Leader of House in Rajya Sabha

BJP president and Union minister Jagat Prakash Nadda has been named Leader of the House in the Rajya Sabha. Nadda replaces Union minister Piyush Goyal, who recently won the Lok Sabha election and took oath on Monday as a member of the Lower House of Parliament.

Besides Nadda, 11 other members of the Upper House of Parliament are in the Union Council of Ministers.

Congress president Mallikarjun Kharge is the Leader of the Opposition in the Rajya Sabha.

All but one MP from Kerala take oaths as MPs

Nineteen MPs from Kerala, including 13 from Congress, one each from BJP, CPI(M) and RSP, took oaths. The Wayanad seat remains empty after Congress' Rahul Gandhi relinquished it and chose to represent Uttar Pradesh's Rae Bareli seat.

With Congress leader Priyanka Gandhi Vadra in the fray, Wayanad will see bypolls within six months of the Lok Sabha announcing a vacancy.

Profile of new MPs of 18th Lok Sabha: farmers to entrepreneurs, activists to lawyers, doctors to actors

From cardiologists and professors to actors and cricketers, the 18th Lok Sabha which convenes for the first time on Monday accounts for a wide range of professions among the newly-elected MPs. The number of MPs who have declared their professions as social workers, farmers and business people, however, has declined in comparison to the 17th Lok Sabha.

An analysis of professions of the MPs in the 17th and 18th Lok Sabha, the information for which is available on the Lok Sabha website, shows that agriculture, social service and business continue to be the top professions. Several MPs have multiple professions listed in their Lok Sabha profile. The 18th Lok Sabha has 542 elected members, with a bypoll pending in Wayanad after its MP Rahul Gandhi vacated it to retain his second seat, Rae Bareli.
