Parliament Budget Session Live, August 2: Responding to a discussion on the working of the agriculture ministry in Rajya Sabha, Union Minister Shivraj Chouhan said that the Congress’ DNA is innately “anti-farmers”. Meanwhile, Union Minister J P Nadda answered queries being raised by Members of the House in Lok Sabha over Ayushmann Bharat cards and other health schemes by the government. Before the commencement of proceedings, Congress MP Manickam Tagore moved the adjournment motion in the Lok Sabha seeking an urgent discussion on “government’s misuse of central agencies”. The Congress has also moved a Privilege Motion against Prime Minister Narendra Modi for sharing Thakur’s speech — parts of which were expunged — on social media platform X.

Highlights from both Houses this week: Hitting out at the previous Congress governments, an unusually combative Railway Minister Ashwini Vaishnaw on Thursday accused the opposition party of amplifying small incidents on the railway network through its “social media troll army” to create fear among its two crore-plus passengers. Speaking on the Wayanad landslides in the Rajya Sabha, Home minister Amit Shah on Wednesday said that the Centre had given an early warning to Kerala on July 23 and again on July 24 and July 25, following which nine NDRF teams were dispatched to the state. Proceedings were marred by disruptions with the Opposition demanding an apology from BJP MP Anurag Thakur for his remarks on Rahul Gandhi’s caste.

Rahul Gandhi’s ‘Chakravyuh’ remark in Lok Sabha: On Monday, the Leader of Opposition in Lok Sabha had attacked the Union Budget, comparing it to the “Chakravyuh of the Mahabharat war where Abhimanyu was trapped and killed”. Replying to a discussion on the working of his ministry in the Rajya Sabha, the Union minister said the central government increased the budget outlay for the sector many-fold in the last 10 years from 2013-14.

He said farmers are getting fertilisers at highly subsidised prices and will continue to get the farm nutrients at low prices.

"Being anti-farmer is in the DNA of Congress. Priorities of Congress have been misplaced since the beginning," Chouhan said while highlighting the works done by the Modi government in the crucial agriculture sector.

Chouhan also stressed that the Modi government considers farmers as "God" and not a "vote bank" as he dismissed allegations of opposition parties of inadequate government procurement on MSP.

"India has sent vaccines to about 100 countries through the Vaccine Maitri. This is subject to correction," Health Minister J P Nadda said in one of his responses to which TMC MP Saugata Roy interjected and said: "There is no data?"

Nadda responded by saying the question is not about it and continued to say that India carried out the world's largest and afstest vaccination program by vaccinating 220 crore people in the country with double dose of the Covishield vaccine.

He then went on to say: "I stand corrected. Seven countried received Covaxin".

Once the answer was complete, Lok Sabha Speaker Om Birla said: "There is no contention over this. I've been to many countries where I've been told that India's vaccines are best among all".

Gogoi also asserted that there is much to be done in order for the new Parliament building to "reflect the greatest traditions of Indian parliamentary democracy".

"The design, construction and facilities within the new Indian parliament needs to be reviewed. There is much to be done in order for it to reflect the greatest traditions of Indian parliamentary democracy," Gogoi said in a post on X.

"The Parliament belongs to the people of India and not to one party or one individual. I hope that the views of all major parties will be taken in due time," he said.

His remarks come a day after Opposition leaders on Thursday took a swipe at the Modi government over "water leakage" in a lobby of the new Parliament building and hailed the "sturdy" old Parliament building.

Minor leak from glass dome of Parliament building fixed: Lok Sabha Secretariat

The Lok Sabha Secretariat said a minor water leak in the new Parliament building was due to displacement of an adhesive material used to fix glass domes over the lobby and corrective measures were taken immediately.

The statement came as several opposition members shared videos of the leaking roof of the new Parliament building and questioned the weather resilience of the structure.

"During the heavy rain on Wednesday, the adhesive material used to fix the glass domes over the Lobby of the Building was slightly displaced, causing minor leakage of water in the Lobby," the Lok Sabha Secretariat said in a statement. It said the problem was detected timely and corrective measures were taken immediately.

In LS, Kangana Ranaut seeks info on scrutiny of CISF personnel at airports

BJP member Kangana Ranaut, who was allegedly slapped by a woman CISF constable at Chandigarh airport recently, sought to know whether the government has any monitoring system for scrutiny of CISF personnel at airports to detect any negative influence on them, resulting in bad behaviour towards passengers.

In a written reply, Minister of State for Civil Aviation Murlidhar Mohol said the measures taken to ensure professional conduct of the Central Industrial Security Force (CISF) personnel deployed at airports include a Personal Information System, a web-based project, where the personal and professional profile of deployed personnel are updated by supervisory officers.

Har Ghar Jal scheme: Over 15 crore water connections provided in country

Over 15 crore water connections have been provided in various parts of the country under the Har Ghar Jal scheme, Union Jal Shakti Minister C R Patil said on Thursday, during the Question Hour in the Lok Sabha.

Only 19-seater planes can operate flights to Kargil, efforts underway to start services, says govt

The government is making all efforts to start civilian flight services to Kargil and only 19-seater aircraft can be operated to the airport there, Civil Aviation Minister K Rammohan Naidu said on Thursday, in the Lok Sabha, news agency PTI reported.

The minister told the Lower House that considering the runway at the existing Kargil airport, terrain difficulties as well as landing and take off protocols, only 19-seater aircraft can be operated.

Efforts are underway with airlines to look at starting civilian flights to Kargil under the UDAN scheme, he added. "We are making all efforts to start civilian flights to Kargil... if some airlines say they are ready to provide connectivity from Kargil to Srinagar or Jammu, then we are ready to do the remaining work and provide for the civilian services," the minister said during the Question Hour. Leaks witnessed in New Parliament building, Congress MP issues adjournment motion

Opposition MPs on Thursday hit out at the government over the design and maintenance of the New Parliament building, which was inaugurated last year, after heavy rainfall on Wednesday led to water leaking into the building and water-logging outside.

Congress MP Manickam Tagore posted a video on X (formerly Twitter) of water dripping from the roof of a lobby into a bucket placed on the floor inside the new building.

“Paper leakage outside, water leakage inside. The recent water leakage in the Parliament lobby used by the President highlights urgent weather resilience issues in the new building, just a year after completion. Moving Adjournment motion on this issue in Loksabha,” he posted on X.

He also submitted an adjournment motion seeking formation of a special committee of MPs to inspect the building and assess the “causes of the leaks, evaluate the design and materials, and recommend necessary repairs.”
