The Lok Sabha is set to hold a one-hour discussion on the approval of President’s Rule in Manipur, as well as the presentation of the Manipur budget by Union Finance Minister Nirmala Sitharaman. The discussion on the Manipur budget has been clubbed with the debates on the second batch of Supplementary Demands for Grants for 2024-25 and the Demands for Excess Grants for 2021-22 and six hours have been allotted for it.
Immigration and Foreigners Bill introduced: The Immigration and Foreigners Bill 2025 was introduced in the Lok Sabha today, aiming to modernize and consolidate India’s immigration laws. Union Home Minister Amit Shah is expected to move for leave to introduce the new bill, which will grant the Centre certain powers to provide for the requirement of passports or other travel documents in respect of persons entering into and exiting from India. However, the introduction of the bill is likely to raise objections by the Opposition MPs.
Congress to raise voter list ‘manipulation’ issue: The Congress party on Monday evening held a meeting of its MPs with plans to discuss the voter list “manipulation” issue in the Parliament in the second half of the Budget session. Further, the party is also expected to record a strong objection to the National Education Policy (NEP) 2020, reported PTI. The opposition party will also oppose the Waqf (Amendment) Bill if it comes up for a discussion and passage, and will registers it concerns over delimitation exercise.
Opposing the bill at the introduction stage, Manish Tewari (Congress) said the bill is violative of multiple provisions of the Constitution and various laws.
He said the bill violates the principle of fundamental rights and the government may use the provisions of the proposed law to deny entry to those who are not in sync with the ideology of the ruling dispensation of the day.
Saugata Roy of the TMC said the proposed law could prevent inflow of talent from outside in various fields.
In his remarks before formally introducing the bill, Rai said the draft law seeks to correct overlapping and duplicate provisions in prevailing laws governing immigration and foreigners in the country. (PTI)
A bill seeking to streamline various services related to immigration and foreigners, including their entry, exit and stay in the country was introduced in the Lok Sabha on Tuesday with opposition dubbing it to be violative of constitutional provisions.
Rejecting suggestions that Parliament lacked the legislative competence to bring the Immigration and Foreigners Bill, 2025, Minister of State for Home Nityanand Rai said the central government has all the rights under the Union list to bring legislations on the subject.
He asserted that while tourists were welcome to come to India, it was the government's responsibility to ensure peace and sovereignty of the nation remain intact. (PTI)
Congress MP Gaurav Gogoi said that the government is using GST as a harassment tool, with GST being applied on stationary, school uniforms, and even in Hindu temples.
India and the US are planning to negotiate a trade agreement and both countries will focus on increasing market access, reducing import duty and non-tariff barriers, and enhancing supply chain integration, Parliament was informed on Tuesday.
In a written reply to the Lok Sabha, Minister of State for Commerce and Industry Jitin Prasada said that as on date, reciprocal tariffs have not been imposed by the US on India.
"Both countries plan to negotiate a mutually beneficial, multi-sector Bilateral Trade Agreement. Both countries would focus on increasing market access, reducing tariff and non-tariff barriers, and enhancing supply chain integration," he said. (PTI)
A war of words erupted over the Manipur issue between FM Nirmala Sitharaman and Congress MP Gaurav Gogoi. Sitharaman accused the Congress MP of attacking PM Modi, while Gogoi said that the Prime Minister attacked former PMs during his speeches in the Parliament.

The government is ready to provide Rs 6,000 annual cash benefit under the PM Kisan Samman Nidhi to all eligible farmers who are not part of it yet, Union Agriculture Minister Shivraj Singh Chouhan said in the Lok Sabha on Tuesday.
He asked all state governments to cooperate with the Centre in identifying such farmers and ensuring their inclusion in the scheme.
"If anyone is left behind, please help us include all of them under the PM Kisan Samman Nidhi. We will ensure that such farmers also get the past instalments," Chouhan said during the Question Hour. (PTI)

MoS Home Affairs Nityananda Rai commenced the debate on the introduction of the Immigration and Foreigners Bill 2025 in the Lok Sabha. It is likely that Union Home Minister Amit Shah will introduce the bill in the Parliament today.
The proposed Tribhuvan Sahkari University will not only train new people but will also upgrade skills of those working in the co-operative sector, Union Minister of State for Cooperation Krishan Pal informed the Lok Sabha on Tuesday.
Responding during Question Hour, Pal said the university will also address the long pending issue of capacity building of employees in the co-operative sector in a focused manner.
"The university will not only train people but also upgrade skills of those working in the sector," he said.
Seeking to create qualified manpower for co-operative societies, the government had in February introduced the Tribhuvan Sahkari University Bill in the Lok Sabha. (PTI)
Rajya Sabha resumed proceedings at 12 pm, after it was adjourned for over 40 minutes due to ruckus raised by DMK MPs.
Opposition MPs gave notices under rule 267 seeking that listed business of the day be set aside to take up a discussion on the concerns of southern states over the ensuing delimitation exercise. They also gave notices over alleged lapses on part of the Election Commission in issuing multiple duplicate voter ID cards.
The notices were rejected by the chair as not adhering to rules. However, DMK's R Girirajan managed to raise the issue of delimitation through a zero hour mention. (PTI)
MDMK MP Vaiko has supported DMK MP Kanimozhi Karunanidhi's privilege notice against Union Education Minister Dharmendra Pradhan.
Vaiko, while speaking to reporters, said, "She (DMK MP Kanimozhi) has rightly moved the privilege notice because the minister abused Tamil MPs and Tamil Nadu CM. He used the word uncivilised. Dharmendra Pradhan is an uncivilised man and we will not leave him. We will raise this issue in the Rajya Sabha as well."
TMC MP Kalyan Banerjee said, "The language that has been used by Union Minister Dharmendra Pradhan is unexpected. A central minister using such a language for the people of Tamil Nadu has downgraded the people of the state. Either he should seek an apology in the House, or he should be removed as a minister from the cabinet. PM Modi should hear what his ministers are doing...TMC stands in support for DMK and the people of Tamil Nadu..."
Rajya Sabha proceedings were adjourned till 12 pm after DMK MPs raised a ruckus against the delimitation row in the Upper House. MPs raised a ruckus inside the house, and many of them protested on Parliament premises.
DMK MP R Girirajan said in the Rajya Sabha that all the South Indian MPs in the Upper House are wearing black shirts in order to show their discontent against Centre's delimitation move.
DMK MP Tiruchi Siva said " ...It is misleading (statement of Union Education Minister Dharmendra Pradhan), we never said so, Tamil Nadu Education Minister already clarified it...we are wearing black today and going to have a demonstration condemning the observations made by him (Dharmendra Pradhan)...it is unethical and unparliamentary. We are also against three-language policy...nobody can impose it on us..."

Congress MP K Suresh attacked the central government over the introduction of the National Education Policy (NEP) 2020, accusing it of 'saffronising' the country's education system.
Speaking to ANI, K Suresh said, "Education policy change is a very serious issue. Without consulting state governments and academicians, they (central govt) brought in a new education policy. They want to saffronise the entire education system. Tamil Nadu has always been against the three-language policy, but without their consent, the union govt took the decision." K Suresh also extended support to Dravida Munnetra Kazhagam (DMK) in its fight against the implementation of NEP, saying, "Our party members from Tamil Nadu also support them DMK."

The bill aims to provide Centre with powers to provide for the requirement of passports or other travel documents in respect of persons entering into and exiting from India and for regulating matters related to foreigners, including the requirement of visa and registration and for matters connected therewith or incidental thereto.
Shia cleric Maulana Syed Kalbe Jawad on Monday alleged that the process followed by Parliament's joint committee to gather suggestions on the Waqf bill was a "farce" and said protests against the proposed legislation would be organised to highlight the adverse effects it would have on Muslims' rights.
He also emphasised the importance of Waqfs and their special significance in the religious tenets of Islam, as well as the need to protect all existing Waqfs from the "deceitful and mala fide intentions" behind the Bill and the Parliament's joint committee that scrutinised it.
Jawad was addressing a press conference alongside Qanati Masjid (Jor Bagh) Shahi Imam Maulana Syed Mohd Qasim Zaidi and Anjuman E Haideri general secretary Syed Bahadur Abbas Naqvi.
Jawad claimed that according to the Waqf (Amendment) Bill, 2024, any government property identified as Waqf property before or after the amendment would not be considered Waqf property.
"Any dispute regarding this will be decided by the collector and, until the collector resolves the dispute, the property will not be considered Waqf property. Although, it has been seen that the Waqfs of Hussainabad Trust are managed by the district magistrate in Lucknow who himself is involved in usurping Waqf properties," he alleged. (PTI)
