Bihar govt vows crackdown on teachers’ proxy attendanceThe education department had been running trials of online attendance on a GPS-enabled government application since 25 June.

The Bihar government has decided to stop manual attendance for school teachers. From October, over 5.62 lakh teachers of over 75,000 Bihar government schools will get salary only against their online attendance.

The government took the decision because of recurrent complaints of teachers remaining absent from school despite marking their attendance. Most complaints of absenteeism of teachers would come from flood-prone areas. The education department had been running trials of online attendance on a GPS-enabled government application since 25 June.

S Siddharth, the education department additional chief secretary in a letter to all district magistrates on 27 August wrote: “About 4.50 lakh (80%) principals/teachers are registering online attendance through this app every day. In the same sequence, it is to be mentioned that for registering the online attendance of the Principal/Teacher, a new option called “School Admin” has been given on the e-shikshakosh mobile app, through which the Principal of the school can also register the online attendance of the teachers present in the school.” Online attendance can be marked only if a teacher is within 500 metres of the school. If a teacher is on duty out of the school, it can be also duly marked on the app.

A Banka teacher said: “Even during the trials, it was successful only in 70-80 per cent cases. At times, GPS does not function properly. In my personal experience, I was at the school but the app said that I was 12 km away. But we have to adapt to new technology and changes.”
