The first Budget session of the 18th Lok Sabha concluded Friday, with both Houses adjourned sine die a day ahead of schedule. The Session had begun July 22.
In his valedictory address, Birla said the Session, which began July 22, saw 15 sittings lasting 115 hours, of which over 27 hours were spent discussing the Budget. The productivity of the House during the Session was 136 per cent, Birla said. The productivity of the Rajya Sabha was approx 118 per cent.
In the Lok Sabha, of the 12 bills introduced, four were passed — The Finance Bill, 2024, The Appropriation Bill, 2024, The Jammu and Kashmir Appropriation Bill, 2024; and The Bharatiya Vayuyan Vidheyak, 2024.

Parliamentary Affairs Minister Kiren Rijiju pointed out that the Budget Session did not witness a single day washout “after so many years” and that “both the houses transacted business with members participating actively.”
“It is said that vibrant democracy is always noisy and sometimes messy. But there was no obstruction to the business transaction,” he said. However, Rajya Sabha witnessed multiple adjournments and heated exchange of words between Chairman Dhankar and the Opposition.
Maintaining that he does not want to comment on the issues involving the Chair, Rijiju said the Speaker and the Chairman are custodians of the Houses.
“They preside over the House sittings and we are bound by the rulings they give. The rules for the functioning of the House have to be adhered to and I think we should not challenge the authority of the Chair,” he said.

During the session, the Opposition also expressed their unhappiness over the government’s unwillingness to discussing demands for grants for key ministries like Home and Defence, despite multiple representations.
