National Conference creates uproar in Assembly over use of ‘derogatory language’

TODAY it was not the opposition,but members from the treasury benches in the Jammu Kashmir Legislative Assembly who did not allow the House to take up listed business during question hour this morning in protest over the use of,what they called derogatory language by a senior PDP legislator and former Deputy Chief Minister Muzaffar Hussain Beigh against Chief Minister Omar Abdullah the previous day.

As the House assembled,the National Conference members led by Nasir Aslam Wani went near the well of the House seeking apology from Beigh for describing Chief Minister a ‘daily wager.’ “We will not allow the House to function until the PDP member tendered unconditional apology,” said Wani before returning to their seats along with other members on request of the Assembly Speaker Mubarak Gul.

The agitating National Conference members were supported by the Law,Justice and Parliamentary Affairs Minister,Mir Saifullah,who charged Beigh of insulting the Chief Minister and sought an unconditional apology from him. Every member has his dignity within and outside the House,he pointed out. Significantly,neither Chief Minister Omar Abdullah nor Beigh were present in the House at that time.

The Speaker’s repeated assurances to take up the issue with PDP member when he comes to the House failed to satisfy the agitating National Conference members. The Minister for PHE,Irrigation and Flood Control,Sham Lal Sharma,also intervened asking the members to take their seats in view of Speaker’s assurance as the listed business pertained to important public issues,but of no avail.

The PDP members also stood up on their benches with their leader Mehbooba Mufti asking for what we should appologize. “Do you mean that we shall applogize for the Chief Minister expressing his helplessness in the case of Afzal Guru” (the Parliament attack convict who was hanged in Tihar jail on February 9),she asked.

Noisy scenes continued for nearly 20 minutes during question hour compelling the Speaker adjourn the House for ten minutes. However,after ten minutes when he returned to the House,the National Conference members were again on their feet.The noisy scenes continued until Beigh came to the House at 1045 hrs. Responding to agitating National Conference members,denied having said if Chief Minister takes back his words describing PDP as ”Maut Ke Soudagar’’ (Merchants of Death),he will also follow the suit. This led to furore from National Conference members in the House,with Nasir Aslam Wani requesting the Speaker give his ruling asking Beigh to apologize.

However,saving the situation,Mir Saifullah intervened saying that Beigh has in a way accepted his mistake by saying that the Chief Minister shall first accept his. This is enough,he said and asked members allow the House to take up listed business. However,by that time,only five minutes had been left in the one hour long question hour to conclude.
