PEC civil engineering HoD accused of unethical practices

The Head of Civil Engineering Department,Dr N P Devgan,is facing corruption allegations and has been accused of unethical practices causing financial loss to the institution and gross misuse of his official position.

Based on a recent complaint made to PEC University of Technology Director Dr Manoj Datta,it has been alleged that Dr N P Devgan’s immoral conduct had compromised the teaching standards in the department and that he was being supported by the PECUT Deputy Director A M Kalra.

In addition to this,there has been a separate complaint by one of the department’s female faculty members against A M Kalra. The complainant had recently submitted the complaint on an affidavit to the UT Administrator during a public grievance meeting held on January 4.

Citing instances of Dr Devgan abusing his office,the complaint alleged that before beginning of the current semester,he had approached an internal committee for sanctioning four contractual teaching positions in the Civil Engineering Department based on a inflated teaching load. He claimed that the department faculty was overloaded as per the AICTE norms. Thus,additional teaching staff was required to handle the classes.

However,when one of the committee members raised doubts and objections and demanded a re-examination of the teaching load,Dr Devgan withheld all documents. Further,the complaint went on to claim that the officer in charge for time table preparation was hastily removed by Dr Devgan without any justification,just days before start of the semester because in his time table distribution,he was able to distribute the work load among the present teaching staff.

Also,as per the complaint,during the audit of the department equipment,it was found that certain teachers had in clear violation of service rules taken office equipment home for personal use. A report recommending suitable disciplinary action by the then HoD was forwarded to higher authorities,but when Dr Devgan took over,the matter was covered up.

When Dr N P Devgan was contacted,he said,“I am doing as per my duty. I have not indulged in any unethical practices. If required,the Director can constitute a probe into the complaint. I will work as per his instructions only.” Director Dr M L Datta expressed ignorance on any such complaint,but when shown a receipt of the complaint from his office staff,he said,“I might have forwarded the complaint to the concerned authorities but do not recall its present status.”
