With the work on issuing the high security number registration plates (HSRPs) moving at a snails place in want of computerised details of the vehicles,the Haryana government is set to hire a private agency for digitisation of records of each and every vehicle in the state.
As per the plan,already in place in Gujarat,the private firm will be reimbursed a maximum of Rs 5 per vehicle for digitisation.
Additional Transport Commissioner,Haryana,A S Mann,said the digitisation programme will start soon. The job will be entrusted to a private company that will be hired through competitive bidding and a maximum of Rs 5 per vehicle data entry will be reimbursed, he said.
The move comes as over a year after the government hired a private company - Link Utsav - to issue the HSRPs in Panchkula district,only 12,000 such plates could be issued. The district registered more than 18,000 vehicles in 2012 only.
Government officials who didnt wish to be named said lack of computerised data of the vehicles registered in the district acts as a bottleneck in issuing the HSRPs.
In September last year,when the government allowed HSRPs for private vehicles,there was huge rush at the Sector 5 office of the company. However,the firm couldnt issue the HSRPs to all the applicants.
Company officials say that currently the office of Sub Divisional Magistrate (SDM) is not issuing the authority letters for them to issue the HSRPs. Panchkula in-charge of the company,Ashish Raina,said that in the absence of the authority letters they cant issue the plates.
SDM Panchkula,R K Singh,said that the matter is being looked into by the officials in the Transport Commissionerate in Chandigarh.
Top government officials,however,said people were not very eager in getting the HSRPs. However,the government itself is going slow on making these plates mandatory. Deputy Commissioner of police (DCP),Panchkula,Ashwin Shenvi,said,Since there is no full implementation of the HSRPs,we cant impose fine on the old vehicles.
Officials say that these plates can also go a long way in checking vehicle thefts.
Link Utsav officials claim they are issuing HSRPs on the basis of authority letter from the concerned SDM. They said people can get the plates fixed at other centres of the company in the state. There are some 300 HSRPs plates that are lying in the company office for which people have made the payments,but are yet to pick them up.
