Close on the heels of creation of Telangana after bifurcating Andhra Pradesh, the Supreme Court on Thursday said it could not see government employees dying of starvation when two states spar over absorbing them following their division.
“This is what happens when states are divided. While states fight over who will pay for the erstwhile employees, people die of hunger. We cannot let this happen,” said a bench led by Chief Justice R M Lodha.
The court said that although there were consequences of life and death for these employees, the states continued to lock their horns over paying salaries to them: “People are suffering. You deprive them of their livelihood and don’t pay them. Humane approach is required.”
The court’s observations came as it heard a bunch of petitions by employees of Bihar State Road Transport Corporation, who said they were not paid since 2001 after Jharkhand was carved out of Bihar.
The bench ordered Bihar to immediately deposit Rs 4.9 crore with the court registry, pending the contention whether Bihar or Jharkhand had to make the payments. The court said it would decide later as to which of the two states was liable to pay for them.
