Health minister objects,says CM inquiry report yet to be opened

With two inquiry bodies having probed the death of an infant in the Jalandhar civil hospital,a controversy has now erupted after Chief Parliamentary Secretary (CPS),Health,Dr Navjot Kaur Sidhu announced a fresh inquiry into the case on Tuesday.

Punjab Health Minister Madan Mohan Mittal on Wednesday objected to the CPS ordering an inquiry,as,he added,the report,submitted by the committee constituted by the chief minister,was yet to be opened. “After opening the first enquiry report,if we feel the need to order another inquiry then it will be ordered by the health minister after taking the chief minister into confidence,” Mittal said.

Sidhu on the other hand,had sent her own technical findings about the case in writing to the chief minister,deputy chief minister,health minister and principal secretary,health after visiting the hospital on Tuesday. The CPS,a gynaecologist herself,on Wednesday said she had pointed out all lapses even during the pre-term delivery period.

“If all technical findings are not covered in the previous two inquiries then a fresh probe is needed. How can all the blame be shifted to a nurse,when doctors on duty were supposed to conduct the delivery and give further instructions regarding the special treatment of the premature baby,” Sidhu said.

“I am not above the chief minister and I don’t intend to go beyond the inquiry marked by him,but the chief minister has given me the authority to inquire into the matter so that justice is done and the system is further improved,” she added.

The CPS also wondered as to why authorities had not spread awareness about the Janani Shishu Surksha Yojna (JAAY) scheme. She said that there had been lapses at all levels in the civil hospital that needed to be corrected. “Badal sahib had asked me to do the fair and just thing and I am doing just that,” she added.
