West Bengal voter list 2025: The Election Commission of India has commenced the second phase of the Special Intensive Revision (SIR) of electoral rolls across 12 states and Union Territories.

The poll panel will publish a draft electoral list on December 16 and the final electoral roll on February 14, 2026. If you have submitted your Enumeration Form to your Booth Level Officer (BLO) or online, you can easily check whether it has been uploaded to the Election Commission portal.

If you have already submitted your Enumeration Form to your Booth Level Officer (BLO) or filled it online, you can quickly verify whether it has been uploaded to the Election Commission portal. Follow these simple steps:

Step 1: Visit the website

Open your browser and go to voters.eci.gov.in

Voters must verify their names against 2002 electoral rolls between Nov 4 and Dec 9 to appear on draft list. Voters must verify their names against the 2002 electoral rolls between November 4 and December 9 to appear on the draft list.

Step 2: Open the Enumeration Form page

On the homepage, click ‘Fill Enumeration Form’. This will take you to the login or signup page.

Step 3: Sign up (if you are a new user)

Click ‘Sign Up’, then enter your mobile number, optional email ID, and the captcha to complete the registration.

Step 4: Log in (for existing users)

Click ‘Login’, enter your mobile number and the captcha, and then select ‘Request OTP’. Enter the OTP to log in.

Step 5: Go back to the ‘Fill Enumeration Form’ section

Once logged in, your name will appear at the top. Click ‘Fill Enumeration Form’ again.

Step 6: Enter your EPIC number

Type your EPIC (voter ID) number in the given box.

Step 7: Search for your form

Click ‘Search’. The status of your form will appear instantly.

You will see a message saying:
“Your form has already been submitted with mobile number XXXXX…”
This confirms that your BLO has uploaded it.

You will not see the above message. Instead, a new form page may open.

Step 10: If something seems incorrect

If the mobile number shown is wrong, or the status says ‘submitted’ even though you didn’t submit it, contact your local BLO immediately.

West Bengal SIR online: When will SIR be conducted?

  • The Election Commission informed that for SIR Phase-2, training of officials will begin from October 28 to November 3, 2025.
  • The house-to-house enumeration phase is scheduled between November 4 to December 4.
  • On December 9, 2025 draft electoral rolls will be published.
  • Any claims or objections can be filed between December 9 2025, to January 8, 2026.
  • Hearing and verification of these claims will take place between December 9, 2025 to January 31, 2026.
  • The final electoral rolls will be published on February 7, 2026.

  • Any identity card or pension payment issued to a pensioner or an employee of the Central or State Government.
  • Any Identity card or certificate issued by the Government of India. An  Aadhaar card is not a valid proof of citizenship, but can be submitted for SIR.
  • Birth certificate
  • Passport
  • Matriculation or education certificate
  • Permanent Residence certificate issued by the competent authority.
  • Forest Rights certificate.
  • OBC/SC/ST or any other caste certificate
  • National Register of Citizens (wherever applicable)
  • Any land or house allotment certificate issued by the government.
  • Family Register prepared by local authorities.

West Bengal election 2026: How will the SIR be conducted? 

This includes 10 steps:

  1. Pre-Enumeration Phase: It includes training of BLOs, EROs and DEOs. BLOs will be responsible for manual matching of enumeration forms with the last SIRs. It will be confirmed with computer matching by ECINET.
  2. Involvement of political parties: CEOs, DEOs and EROs will explain the SIR process in detail to political parties. Booth level agents will be trained to oversee the SIR process on behalf of political parties.
  3. Enumeration Phase:  BLOs are responsible for printing, distribution, matching and linking of enumeration forms.
  4. Publication of Draft Electoral Rolls: Draft rolls will contain all electors whose enumeration forms have been received. List of absent or shifted, or dead voters not included in the draft list can then be added directly to the official website of the Commission.
  5. Issuance of Notice: Notices will be issued to electors who could not be matched. Their documents will be reverified.
  6. Receiving and deciding on claims and objectives: Any elector of BLA from any party can file any objection or a claim.
  7. Publication of final electoral rolls: After the process is complete, final electoral rolls will be published.
  8. Receiving and deciding on claims or objections: The DM or CEO of the state or the UT will hear and decide on claims and objections.
  9. Deployment of volunteers: Volunteers will be deployed by the Commission to ensure that the electors are not harassed at any point of the process.
  10.  Rationalisation of polling stations: No polling stations to have more than 1200 voters.
