In an attempt to evolve an effective mechanism for the production of skilled labour,the Punjab Government has decided to make it mandatory for engineering colleges,in the state,to establish vocational skill development training centres. Chief Minister Parkash Singh Badal,on Saturday,urged all engineering colleges in the state to establish at least one centre,on their campuses,to impart short term vocational training to unskilled and unemployed youth of the state,particularly those from the rural areas.
A decision to this effect was taken at a high level meeting of the Vocational Training and Skill development – Vision Punjab,that saw the participation of industry tycoons,eminent educationalists and senior officers of the state,here at the Punjab Bhawan on Saturday.
The chief minister also announced that in the future,no new engineering college would be granted the requisite permission without a commitment to establish such skill development training centres. The institutions would have to ensure the employability of the trained skilled workers through tie-ups with industries,Badal added.
Expressing concern over the minimum attention being paid to human resource development,the chief minister has asked the vice-chancellors of PAU,GADVASU and Baba Farid Medical University of Health Sciences to prepare an active action plan to introduce new need-based courses in different disciplines to provide short term vocational training.
The chief minister also approved a CII proposal for the establishment of skill training Gurkuls in a few industrial towns to impart quality vocational training to youth thereby helping them gain employment in local industries. Giving his approval for a committee to be set up for the effective implementation of the Gurkul scheme,Badal urged CII to ensure the plan covered the entire state.
The chief minister further said that to avoid multiple certifications of skill centres,a single certification system would be formulated with the help and guidance of the PHD Chamber of Commerce.
