SC hints at allowing mining for minor mineral in Aravallis

The SC,which has imposed a total ban on mining activities in eco-sensitive Aravalli ranges,indicated its willingness to allow mining for construction material in the area.

The Supreme Court,which has imposed a total ban on mining activities in eco-sensitive Aravalli ranges in Haryana,on Thursday indicated its willingness to allow mining for construction material in the area and asked the authorities to identify 600 hectares of land which could be approved for the purpose.

The apex court said mining of minor minerals Badarpur sand and stones,commonly used as construction material in NCR region,could be allowed in the specified area of Faridabad distrct and Palwal if the mandatory guidelines laid down by it in previous judgements and mentioned in the report of the Central Empowered Committee appointed by it.

A Special Forest Bench comprising Chief Justice K G Balakrishnan and Justices S H Kapadia and Aftab Alam said a lenient view on mining of mineral was being taken as it has been pointed out that for meeting the requirements of construction material in the region there was a need for allowing limited mining activities of minor minerals.

The apex court had on May 8 this year banned all mining activities in Aravallis.

The Bench on Thursday said such activities could be permitted only after proper guidelines are put in place by Haryana government for restoration and reclamation of the mined area.

It said fresh mining for minor minerals could be considered only after complete rehabilitation of the exploited hills are done within six months,which should be approved by the apex court-appointed Central Empowered Committee (CEC).

The Bench said allotment of such mines will be done by auction within three months.
