Chief Minister Chandrababu Naidu said on X: “The stampede incident at the Venkateswara Temple in Kasibugga in Srikakulam district has caused a shock. The death of devotees in this tragic incident is extremely heartbreaking. I express my deepest condolences to the families of the deceased. I have instructed the officials to provide speedy and proper treatment to those who have been injured. I have requested the local officials and public representatives to visit the site of the incident and oversee the relief measures.”
The injured were shifted to nearby hospitals for treatment. Police rushed to the spot. State Agriculture Minister K Atchannaidu rushed to the accident site immediately. He spoke with the temple authorities to gather details about the incident. Additional police forces have been deployed to the spot.
According to officials, the temple owner, Hari Mukunda Panda, has been booked under charges of culpable homicide, and three aspects are being looked into.
One, a larger number of people than expected turning up. According to police officials, “the rush was very high and not enough measures had been made for crowd control”.
Deputy Superintendent of Police for Palasa town, where the temple is located, told The Indian Express, “The temple is privately owned. Whenever its owners request us to do security arrangements, we post some police there, but today’s rush was extraordinary,” he said.
Two, officials said the entry and exit points of the temple were the same. “The sprawling campus of the temple did not have separate entry and exit points. People were trying to leave the spot and enter the premises simultaneously,” a source said.
And three, the temple area where the stampede took place was under construction. “The railings and the structures meant for crowd control appear to have been makeshift. They gave way when the crowd pressed against them,” an official explained.
Hari Mukunda Panda, around 90 years of age, and his family own vast tracts of land in and around Kasibugga, according to Revenue Department officials. He sold off several acres of coconut groves and built the temple on 12 acres of farm land.
A temple official said only the family’s money was used to build the temple, and no donations were collected. The land was registered in “Lord Venkateshwara’s name” at the Palasa sub-registrar’s office before the building of the temple started, the official said. Officials said Panda is known to drive around the temple premises and his vast estate on a Massey Ferguson tractor.
The Sri Venkateswara Temple in Andhra Pradesh’s Kasibugga recently became famous as “chinna” (small) Tirupati since it is modelled after the Tirumala Sri Venkateswara Temple, several officials, including Palasa Deputy Superintendent of Police Rajeshwara Rao, told The Indian Express.
Sources said that a landlord named Hari Mukunda Panda, who resides in Kasibugga, had a bitter experience several years ago at the Tirumala temple, when he was unable to perform darshan because he fell ill and security officials removed him from the queue, instructing him to visit the hospital. He was able to go inside the next day, but felt that after waiting for eight-nine hours, the darshan of only a few seconds was disappointing. “He vowed to build a temple dedicated to Tirumala Sri Venkateswara Temple,” Rao said.
“The devotees who come to this temple are mainly from Kasibugga, Palasa, Tekkali, Mandasa, Somepeta, and nearby areas,” Palasa Tehsildhar and Mandal Revenue Officer Kalyan Chakravathy told The Indian Express.
“Depending on the season, they work as farm workers, construction labourers, drive leased auto rickshaws, or run small kirana shops. They struggle to make a living. In the last 3-4 months, this Lord Venkateswara temple at Kashibugga had become their place of solace. Here too, they took mokku (vow) to go to Tirumala and sought forgiveness for not being able to.”
When the recently widowed Eduri Chinnama from Rameshwara village in Srikakulam’s Tekkali mandal could not collect enough money to visit the Sri Venkateswara Temple in Tirumala to have her hair shaved, she went instead to the newly built Sri Venkateswara Temple at Kasibugga — little anticipating she would lose her life there.
“When she refused our help, someone suggested she visit the Kashibugga temple on the auspicious occasion of Karthik Ekadashi. She had decided to fast until she had darshan and must have felt weak by the time she queued up. She was among the 3-4 women who fell when the railing broke and were trampled upon,” said Swami, a family friend.
The 58-year-old, whose husband had worked as a driver and farm hand, was one of nine people killed in the temple stampede Saturday.
Andhra minister Nara Lokesh posted on X: "I visited the Kasibugga accident victims who are receiving treatment at James Hospital in Srikakulam, along with their family members.I inquired with the doctors and learned about the medical care being provided to the injured. I assured the affected that the government would stand by them."

On the stampede at Venkateswara Swamy Temple in Kasibugga, Palasa MLA and TDP leader Gouthu Sireesha said, "An unexpected bad incident happened. Nobody expected this because that temple opened four months back... Even the people of Palasa did not know about the temple. It was a mouth-to-mouth publicity. The temple has been constructed by a 94-year-old devotee in his own land... Today, he gave a statement that he didn't expect that 1000-1500 people would come... But today, because of the Ekadashi, an unexpected crowd came. There are twenty stairs, and the exit and entrance gates are side by side. People were in huge numbers, and the barricade fell down... Nine people died. Two are out of danger, and some 15 to 20 people have minor injuries. This shouldn't have happened. We are really sorry for the loss of the families."

Andhra Pradesh Chief Minister N Chandrababu Naidu had held lengthy meetings with the Endowments Department — which oversees temples in the state — after the Tirupati stampede on January 8, but the measures discussed were never implemented, The Indian Express has learnt.

Telangana Jagruti President K Kavitha on Saturday condoled the deaths in the stampede at the Sri Venkateswara Swamy Temple in Andhra Pradesh's Srikakulam, which claimed at least nine lives and left several others injured. She also urged the government to ensure good and proper care for those hurt in the incident.
Congress president Mallikarjun Kharge and party leader Rahul Gandhi on Saturday expressed sadness over the loss of lives in a stampede at a temple in Andhra Pradesh and urged the state government to mobilise resources to provide relief to the victims and their families.
In a post on X, Gandhi said he was deeply saddened by the tragic loss of lives.

Former Chief Minister Y S Jagan Mohan Reddy expressed deep shock and grief over the tragic stampede at the Kasibugga temple in Srikakulam district. He said it was heartbreaking that the devotees lost their lives in the incident and urged the government to immediately support the bereaved families and provide the best medical care to the injured.
In a statement, Jagan Mohan Reddy said that similar incidents had occurred earlier — six devotees died during Vaikuntha Ekadasi in Tirupati and seven more at Simhachalam temple. He said that despite repeated tragedies, the government has failed to take proper precautions and has acted with utter negligence. “This repeated loss of innocent lives reflects the inefficiency of Chandrababu Naidu’s administration,” he said, urging the government to take serious corrective measures to prevent such incidents in the future.
"The entry and exit points of the temple were the same, leading to unabated rush," AP government officials said.
"The area where pilgrims were gathered was under construction and lacked basic strength" a top AP police official said.
"This temple is a private temple and did not have permission from the government for the Ekadashi gathering. The temple doesn't fall under the endowment department," a AP police source said.
"Usually on Saturdays, around 10,000-15,000 devotees visit. Today being ekadasi, there was an extraordinary rush of around 25,000 visitors. The temple has recently become very famous as 'Chinna Tirupati'( small Tirupati). Just like every Saturday, police was informed to make security arrangements," a temple official said.
The stampede occurred among a group of women devotees. Although the temple authorities put up railings and barricades to control and ensure smooth flow of crowds, it did not hold against the rush.
The nine devotees who died in the stampede include two children.
The Kashibbugga temple at Srikakulam is spread over 12 acres and receives devotees from far and wide.
A police official told The Indian Express that a railing in the queue appears to have given way since many devotees were jostling to move ahead, causing people to fall over each other.
