203 IPS officers may face action for skipping Special Foundation Course, warns Centre

After including 203 IPS officers from previous batches, there are in total 443 officers. Among IPS officers, as per data, there are around 93 officers of other services also from 2020 and higher batches, and 350 from 2021, 2022, 2023 and 2024 batches.

The Centre has warned the States of strict action against 203 IPS officers, who have not attended the Special Foundation Course (SFC) at Dr MCR HRD Institute of Telangana, Hyderabad, so far.

In a letter to Chief Secretaries and DGPs, dated September 17, under secretary D K Ghosh said, “As intimated by the department of personnel and training (DoPT) of the Union government, a Special Foundation Course, other than Common Foundation Course is to be conducted for backlog officers up to 2022 batch… In this regard, it is to inform that as per records available with this Ministry, a total of 203 Direct Recruit IPS backlog officers from 2018 to 2022 batch have not undergone their Foundation Course so far.”

According to Ghosh, as per the Indian Police Service (Probation) Rules, 1954, if a probationers fails to obey any order which he/she may receive from the Central government or from any other competent authority, or if in the opinion of the Central government, he has wilfully neglected his probationary studies or is guilty of conduct unbecoming of a member of the service, he/she may be treated under Rule 11 (3) and 12 (c) and (d) of the IPS (Probation) Rules, 1954.

“The expenditure to be incurred by officers to attend the training including transit from current place of posting to the respective ATI and vice versa, boarding and lodging will be as per TA/DA admissible to them as on official tour and will be borne by the respective CCA (for Central Civil Services)/Cadre State/UT (for All India Services),” he said.
