Lok Sabha Election 2024: India gears up for the upcoming general elections in 2024, with its citizens looking forward to voting to elect the 18th Lok Sabha and assembly elections in several states. Elections would be conducted in seven phases, from April 19th, 2024, to counting votes on June 4th, 2024.

Owning a voter ID, also known as the Electors Photo Identity Card (EPIC), is important for participating in the democratic process as it’s an essential document for casting a vote.

As per the guidelines of the Election Commission of India (ECI), one can still vote even if they do not have a physical copy of their voter ID card. However, it is important to ensure that their name is enlisted in the Election Commission’s voter list.
Here’s a step-by-step guide on how to add one’s name to the voter list and cast a vote without a voter ID card.

A. How to Add a Name to the Election Commission Voter List

1. Know the eligibility criteria:

Before enrolling, check to meet the eligibility criteria for voter registration.

  • Must be a citizen of India.
  • Must be 18 years of age or older as of January 1st of the year of the revision of the electoral roll.
  • Must not be disqualified under any law.

2. Documents required:

The following documents are commonly accepted for voter registration:

  • Passport-size colour photograph.
  • Age proof (birth certificate).
  • Address proof (Aadhaar, bank passbook, APL/BPL cards, letters issued by reputed organisations).

3. Registration:

General voters will need to fill out the online Form 6, while overseas voters need to fill out Form 6A at https://voters.eci.gov.in, which is the application for inclusion of your name in the electoral roll. Provide accurate personal details such as name, date of birth, and address, and upload supporting documents as required.

4. Check Enrollment Status:

Registered voters should also check their enrollment status. Visit the Electoral Search website to see if you are registered to vote. If your name appears on the list, you are eligible to vote; otherwise, you need to register to vote.

5. Offline Registration:

You can also enrol offline. Form 6 is available free of charge in the offices of Electoral Registration Officers, Assistant Electoral Registration Officers, and Booth Level Officers 3. The application, accompanied by copies of the relevant documents, can be filed in person before the concerned Electoral Registration Officer or Assistant Electoral Registration Officer, sent by post addressed to him, or handed over to the Booth Level Officer of your polling area.

B. How to vote without a voter ID card:

According to the guidelines issued by the Election Commission of India (ECI), it is possible to vote in an election even without a voter ID card. However, to participate in the electoral process, one must first ensure that their name is added to the ECI voter list, which registers them as a voter.

To get their name added to the voter list, they need to complete and submit Form 6 to the Electoral Registration Officer (ERO) of their respective assembly constituency. Once their name is added to the electoral roll, they are eligible to vote even if they do not possess a physical voter ID card.

Alternate ID Proofs/Documents:

If one is a registered voter, here’s a list of alternate ID proofs or documents that one can use instead to cast the vote.

  • PAN card
  • Aadhaar Card
  • Driving Licence
  • Passport
  • Passbook issued by a bank or post office, entailing the photograph
  • Pension document for retired personnel
  • Service ID card issued by a state, central government, or PSU, including the MGNREGA job card
  • A health insurance smart card issued by the Ministry of Labour and Employment
