After CBI clean chit,accused in CMO Arya’s murder gets bail

The CBI questioned him several times and “I told them whatever I knew,’’ said Dubey. A polygraph test was also conducted on him with his consent in February,2012. The other three accused — Anand Prakash Tiwari,Vinod Sharma and RK Verma — in the case refused to undergo the polygraph test.

The agency is also investigating the murder of Arya’s successor CMO Dr B P Singh,the death of Dr Sachan in Lucknow jail and the NRHM scam. Like Dr Arya,Dr Singh was shot by motorcyclists near his Gomti Nagar home on April 2 morning last year.

Dr Arya was shot on October 27,2010 near his Vikas Nagar residence. On December 13,2010 evening,Dubey was arrested from an ashram in Vikas Nagar where he worked as a caretaker.

The police allegedly beat him up and questioned him about the whereabouts of Sudhakar Pandey,who had escaped from police custody earlier and who they believed carried out Dr Arya’s murder. The police also allegedly accused Dubey of helping Pandey escape.

Late night,Dubey was reportedly taken to Reserve Police Lines where he was asked to admit to his involvement in Dr Arya’s murder and make a statement implicating jailed gangster Abhay Singh,who is now SP MLA from Faizabad.

The next day,Dubey was taken to Vikas Nagar police station where he met his friend Ajay Kumar Mishra in the lock-up. Ajay is learnt to have told him that he was detained five days ago. Later,the court sent both to judicial custody. The police also claimed to have found a countrymade firearm on Dubey.

A day later,Dubey and Mishra reportedly came to know that the police had booked them and a few more persons,who were then lodged in jail,for Dr Arya’s murder. They were Dubey’s friend Amit Dixit alias Annu,his brother Sumit Dixit alias Anshu and Abhay Singh.

The police said the jailed persons had planned Arya’s murder behind bars and had assigned the task to contract killer Sudhakar Pandey who took the help of Mishra and Dubey to execute the crime. The police did not specify the motive behind the murder. They claimed Dubey and Sudhakar came on a motorcycle and fired at Dr Arya while Ajay Mishra provided cover.

Dubey is learnt to have admitted that he had met Pandey through his friend,Annu Dixit,but did not maintain contact with him.

After Dr BP Singh’s murder in an identical fashion,the Special Task Force arrested Anand Prakash Tiwari,Vinod Sharma and R K Verma and said that murder was executed by them on the direction of Dr Sachan,who,too,was arrested and later found dead in jail.

The Lucknow police then moved court,seeking the release of Annu Dixit,Sumit Dixit and Ajay Mishra,saying there was no evidence against them. Abhay Singh was already out on bail.

The police,however,filed the chargesheet naming Dubey,along with Anand Prakash Tiwari,Vinod Sharma and R K Verma. It claimed that the murder was executed on the direction of Deputy CMO Dr Y S Sachan. The fourth accused,according to the police,was Sudhakar Pandey,who was missing and against whom a reward of Rs one lakh was declared.

But the CBI gave a clean chit to Dubey in a supplementary chargesheet filed recently. The agency stated that probe against Lucknow CMO Dr A K Shukla,who they arrested in the murder case and who has since got bail,and Sudhakar was still on.
