The settlement commissioner has filled up vacant posts and promoted officials in his department,ahead of Diwali. Two years ago,with only 50 per cent of posts being filled in the grade of surveyors,the government had given special permission to fill up the posts in three phases. The department has a total strength of 9,500 people in the state in all the divisions.

With two vacant posts of deputy director of land records pending,the commissioner has appointed persons in Nashik and Pune Settlement Commissionerate to deal with matters related to Consolidation of Hoarding and Fragmentation Act,while there are nearly 11 promotions for the district superintendent of land records.

“After several years,all the posts have been filled for the first time,” said settlement commissioner Chandrakant Dalvi on Thursday.

up of posts,which usually take place in October and November,has been duly completed,he added.

With posts of nearly 643 surveyors and 272 peons to be filled,exams and interviews were conducted in Nagpur,Amravati,Mumbai,Pune and Aurangabad.

‘Pilot project on re-survey to be completed in 4 months’

PUNE: The proposed pilot project of re-survey to be conducted in 12 villages of Mulshi taluka is likely to be completed in four months. “We are making an effort to cover six villages by year-end and the remaining will be done in four months,’’ said Settlement Commissioner and Director of Land records Chandrakant Dalvi on Thursday.

The project,an initiative of the government,is based on high resolution satellite imagery and GPS to survey the land in these villages,which will help the administration prepare maps of every village with details pertaining to ownership of land and changes introduced in land titles.

“The project will enable common people to know about titles of land,which will be of use during land deals,” Dalvi said.

It is being implemented by the state government under the Union government’s National Land Record and Measurement Programme (NLRMP),which aims to upgrade land records in the country. The project was launched by state Revenue Minister Balasaheb Thorat and the state Minister for Revenue Prakash Solanke at Pirangut in Mulshi taluka,around 25 km from Pune,last year.

Dalvi said 12 villages from Mulshi taluka had been selected for the pilot project. The land will be re-surveyed with the help of two advanced techniques – satellite imaging and GPS-based electronic total stations. The techniques will enable accurate measurements of land and will help draw maps based on data collected during the re-survey. The project will help in the updation of old land records and bring clarity in land titles. It will also provide details pertaining to ownership of land – whether it is with the government or a private party.

Funds sought from state for laptops for officers,ETS machines for surveyors

PUNE: The settlement commissionerate has demanded the state government to sanction funds to provide laptops to talathis and electronic totalling system (ETS) machines for surveyors for e-chavadis and e-surveys.

“We have put forward the demand before the government,as e-mutation and e-digitisation of land records processes involve a lot of surveys and the officials ought to have the equipment,” said settlement commissioner Chandrakant Dalvi. Latur takes the lead in the process followed by Sangli,Nanded and Aurangabad and Sindhudurg. Of the required 14,000 laptops,9,500 laptops have been provided,while 2,000 ETS have to be provided.

Under the e-mutation process,the information from the registration (the SRO at the tehsil) is captured and transferred to the mutation cell at the tehsil office. Digitally signed notices regarding mutation entries are generated at the tehsil office and sent back to the originating SRO. The SRO issues the notices and sends them back to the tehsil office and village accountants with the registration details. The mutation process is thus initiated as soon as the registration takes place. The mutation entry is certified by the circle officer on completion of the notice period and the record of rights is updated.
