To counter man-made disaster,the Pune Municipal Corporation (PMC) administration has sought civic general body approval for implementation of state government guidelines on special regulation for safety and security of its own buildings,along with government and other private buildings.
The special regulations will be implemented once they are approved by the general body. The regulations have to be implemented by a committee having representation of city engineer department,fire department and police department, said Rajendra Raut,PMC development engineer.
The regulations would be applicable for specific buildings. The civic administration was yet to come up with such a list of buildings in its jurisdiction that have a development area of 10,000 sq metre or minimum occupancy of 1,000 people,he said.
It has been made clear the regulations will be applicable to all Assembly buildings,buildings of the government body,prison,court,hospitals owned by trusts,buildings that attract large number of public,including shopping malls,markets,large intercontinental hotels,monuments,buildings visited by tourists and business centre like stock exchange.
There should be sufficient distance between the compound and building delineated by barricade for attackers approaching within that zone,a two-metre high compound wall and electrical fencing for vital buildings with a minimum voltage below 30 volts.
The approaches to building should have sufficient restrictions to prevent any direct movement of vehicles toward the structures with not more than two entry points,one for person and the other for vehicles.
Parking should not be provided in the building. He said it has been made mandatory to strengthen the plinth with specific thickness and steel material. Along with security post at various locations,it has been made mandatory to have a control room for monitoring various security and surveillance operations.
Additional water discharging capacity and provisions to prevent flooding should be provided. The fire regulations should be as per the norms set under national building code,he said.
For quick evacuation during emergency,there should be additional emergency exit points,maps in buildings,with specific safety manual. For high buildings,there should be skywalks from building across the open space.
