PMC issues stop-work order,puts on hold TDR utilisation

The Pune Municipal Corporation (PMC) has put on hold the utilisation of the already awarded Transfer of Development Rights (TDR) — pertaining to the storeys above the fourth floor — to the developer of the Slum Rehabilitation Authority (SRA) project.

PMC Commissioner Mahesh Pathak,who is also the Chief Executive Officer of SRA,told The Indian Express,“We have issued a stop-work order to the developer. It is to be communicated to the developer through SRA. TDR utilisation pertaining to the floors above four storeys has also been put on hold in the Building Permissions Department.”

The developer has completed plinths of all the nine proposed SRA buildings ,four of which have been constructed till the 11th floor. The PMC had awarded 60 per cent of the total TDR amounting to 52,400 sq m to the builder in lieu of the completed construction to the builder in May. Now,the portion of TDR equivalent to the top seven floors of these four buildings has been put on hold.

The decision is an outcome of a letter sent by the IAF 2 Wing to the PMC commissioner on September 12 asking the authorities to stop the work as it is unauthorised because of lack of No Objection Certificate from the Ministry of Defence (MoD). The letter was issued after a series of reports in The Indian Express highlighted how the project had resumed on the basis of a letter by the Air Officer Commanding 2 Wing,which the SRA had interpreted as an NOC,when,in reality,it did not recommend the work. Pathak had on Friday confirmed the receipt of the letter and told The Indian Express that the decision would be taken after the file was put on his table.

While the SRA officials maintained that the stop-work order of the PMC had been conveyed to the developer,work continued in full swing at the site — survey number 203/2A of Lohegaon on Tuesday. “We have sent the letter to the developer today. The work will stop tomorrow (Wednesday),” said Sanjay Kolte,ACEO,SRA.
