In a rescue operation conducted by PETA India against the Pune chapter of Society For The Prevention of Cruelty to Animals (SPCA),it has recovered 11 injured dogs and four 22-day-old puppies that were kept at the SPCA,Pune,in unhygienic conditions. One of the paralytic dogs was given euthanasia.
Anuradha Sawhney,chief functionary,PETA India,said,We had visited the SPCA facility on Monday. It was discovered that the stray dogs that are brought to this place from across the city are kept in extremely unhygienic conditions. Basic needs,such as healthy food and clean drinking water are not taken care of. Many were injured with blood trickling from their wounds. While nine of the rescued dogs are critically ill or injured,the other two are mothers of the four puppies.
Established on January 23,1923 to raise awareness of the abuse of animals,SPCA has been providing facilities such as OPD,surgery,treatment and shelter to animals from across the city. The prime motive behind SPCA is treating stray animals,but the negligence towards the shelter provided to the stray dogs is an evidence of the fact that the SPCA doctors are busy treating private pets rather than abiding by their basic duty for the simple reason that treatments of such sorts give them more money, claimed N G Jayasimha of PETA.
Dr Suhas Bhokare,veterinary surgeon at SPCA said,Every day,we have over 30-40 cases at the OPD and eight to 10 cases for surgery. The amounts generated out of these two are in the range of Rs 25-28,000 per month which are further utilised for the functioning of the unit.
The unit has 11 staff with average salary of Rs 3,000-Rs 4,000 with the doctors getting paid Rs 5,000 per month. It thus goes without saying that the total expenditure on the salaries is in the range of Rs 40,000-50,000 per month. Additional expenses include,the running cost of the shelter,food,anti-rabies vaccination,medicines and so on.
While the trustees and the staff members say that insufficient funds is the reason behind not being able to maintain the place,SPCA is funded by The Animal Welfare Board of India (AWBI) and according to Raj Shekhar,secretary,AWBI,There are two kinds of donations that we give to SPCA Pune one for Animal Birth Control Programme (ABC) and the second one for the shelter cost. We had funded them with Rs 1,85,000 in the year 2007 for ABC and 10,000 in 2008 for shelter cost. Boman Amaria,trustee,SPCA further added,We are given a no-interest loan of over one-two lakh every year by Jeevdaya Foundation as well. Further,over 60 members pay a yearly donation of Rs 1,000 per head to the organisation.
While the staff claim to have utilised the donations for the appropriate reasons,Mala Kumar,another trustee said,We do not have any idea about how the funds are managed.
