Khade’s transfer comes under fire

Registering its protest against the transfer of chairman and managing director of the public transport service,Pune Mahanagar Parivahan Mahamandal Ltd (PMPML),civic activists in the city have urged the State Government to make public all relevant facts and reasons behind the transfer decision of Nitin Khade from the post.

In a letter to the state chief secretary,Vivek Velankar and Jugal Rathi of Sajag Nagrik Manch has pointed out that it was mandatory of the State Government to suo motto publish all relevant facts and reasons behind the transfer decision as required by section 4 (1) (c) and 4 (1) (d) of the RTI Act.

Khade was transferred from the post of CMD of PMPML two days ago and additional charge was given temporarily to PCMC Commissioner Asheesh Sharma. This has been the third time in the last 12 months that PMPML CMD has been shifted,they said,adding that such frequent changes in leadership has hampered the working and morale of the organisation.

According to the Right to Information Act 2005 Section 4 deals with suo motto declaration to be made by all public authorities. Section 4 (1) (c) demands for publishing all relevant facts while formulating important policies or announcing the decisions that affect public while section 4 (1) (d) asks for provide reasons for its administrative or quasi-judicial decisions to affected persons.

“Thus,the chief secretary is requested to take cognisance and publish the information on priority basis. If these mandatory obligations are not met,we will be compelled to complain to the Chief Information Commissioner under section 18 of the RTI Act 2005,” they said.
