Dawn of hope: How Solapur police are transforming lives through compassion

The Pahat initiative has established a unique adoption system in which police officers personally mentor and support former offenders on their path to rehabilitation.

In an era where headlines often spotlight police brutality and custodial violence, a revolutionary initiative in Maharashtra’s Solapur district is rewriting the narrative of law enforcement’s relationship with offenders. ‘Pahat’ – meaning dawn in Marathi – is living up to its name by ushering in a new day for those seeking to leave their criminal past behind.

Launched in September 2024 by IPS officer Atul Kulkarni, Superintendent of Police (SP), Solapur Rural, the Pahat initiative has pioneered a unique adoption system in which police officers personally mentor and guide former offenders toward rehabilitation. The programme has already helped hundreds of individuals secure essential documentation and employment opportunities, marking a significant shift from traditional punitive approaches to crime prevention.

“The name ‘Pahat’ symbolises new beginnings. We realized that many repeat offenders, like those from the Paradhi community and others, are trapped in a cycle of crime not by choice but by circumstance. In many cases, the challenge they face is stigma, that is society’s reluctance to accept them back into the mainstream. This initiative aims to bridge that gap by providing practical support and human connection, which was piloted before in the Dharashiv (formerly Osmanabad) district,” said Kulkarni.

Under the programme, every police station has made a list of such offenders by researching their records. They have been allocated to police officials of the Solapur Rural district police force. The mentorship goes beyond mere surveillance, as it involves helping these individuals obtain crucial documents like residence certificates, ration cards, voter cards, Aadhar cards, and caste certificates, among others.

The results speak volumes. “In just six months, the initiative has facilitated the issuance of over 300 birth certificates, 185 caste certificates, over 200 Aadhaar cards, and eight disability certificates. Moreover, 36 participants have secured private-sector employment, while many have received agricultural training in their respective settlements,” said Rahul Dongre, Assistant Police Inspector of the Solapur police.

Leading by example, SP Atul Kulkarni adopted ten of the top criminals from the district. “During our interactions, we delve deep into their family backgrounds and living conditions. Also, our team helps the participants and their family members enrol in schools and colleges to complete their educational pursuits. Many were surprised to learn about various government schemes they could benefit from, particularly through the State government’s Tribal Development Department,” added Dongre.

The initiative’s holistic approach extends beyond paperwork. “Public prosecutors and legal officers also conduct regular sessions to help participants understand legal implications and make them aware of future entanglements in disturbing law and order. Because understanding how and why people get caught in the criminal justice system is crucial for preventing recidivism,” explained Kulkarni.

“The challenges are manifold. Initially, like any new initiative, it was carried out with laborious efforts as we worked to establish the program. Trust building takes time. But we are witnessing encouraging signs. Several participants who were once repeat offenders have not had any new cases against them since joining the program. And we are now planning to scale this project by offering them online vocational courses to teach practical skills and job-specific knowledge,” said Kulkarni.

The initiative has garnered support from various government departments, such as the Tribal Development Department, which has pledged cooperation in connecting participants with government schemes, enhancing the programme’s effectiveness.

“Our message is simple. The wrongdoers also deserve a second chance. By extending support and acceptance, we not only help individuals reform but also contribute to a safer society for all,” said Kulkarni.

“However, for those who are not complying with the initiative and continue to create a nuisance, strict action is being taken against them too,” he added.
