The process of issuing a TDR at present takes a minimum of a year as the file has to pass through various civic departments.After upgrading its autoDCR system for the sanctioning of building construction plans, the Pune Municipal Corporation (PMC) is now planning to bring in a computer-based system for the issuing of Transfer of Development Rights (TDR) within 111 days for land acquired for civic projects.
“The PMC has been successful in speeding up the process of sanctioning building plans, which is now possible within 15 minutes as against the two to three days in the previous system. The civic administration is also working on speeding up the process of issuing TDR for the land acquired for civic projects,” said Municipal Commissioner Kunal Kumar.

The civic administration will issue fresh guidelines that will enable a system through which a TDR can be issued in 111 days, he said. The process of issuing a TDR at present takes a minimum of a year as the file has to pass through various civic departments and after irregularities in the past, the civic staff have been very careful in handling TDR cases.
Ease in doing business will be on the top of the agenda for the civic body, Kumar said, adding that the civic administration will continue to make efforts to simplify the system while speeding up its administrative process.
City Engineer Prashant Waghmare said that the new autoDCR system will enable the autoscrutiny of building plans and the sending of reports with immediate effect.
“The previous autoDCR system set up in 2005 was successful and replicated in various local civic bodies across the country. However, the previous system involved manual interference to feed in information, which required two to three days to be completed. This has been removed from the upgraded autoDCR system that is to be implemented from now on,” he added.
The civic administration is committed to upgrading the system whenever possible, Waghmare said. “The field team to verify the plan at the site will also be asked to carry out their work at a faster speed.”
Mayor Dattatraya Dhankawade said that the civic administration has made effective use of the latest technology in speeding up the administrative process for the sanction of building plans but it has to focus equally on the process of issuing no-objection certificates of various departments for the proposed project. “It is very time-consuming to get no-objection certificates for any project. The civic administration should develop a system for that purpose as well,” he said.
